Renovation of a transportation facility in North Charleston, South Carolina. Completed plans call for the renovation of a transportation facility.

The Charleston County Aviation Authority is seeking sealed bids from well qualified firms to design, manufacture, test, furnish, install, and commission five (5) Pre-Conditioned Air Units (PCAs) and ten (10) Ground Power Units (GPUs) at the Charleston International Airport, North Charleston, SC. GROUND POWER UNITS ("GPU"): The Work can generally be described as designing, manufacturing, testing, furnishing, installing, and commissioning 60 Hz to 400 Hz pulse width modulated (PWM) frequency converters rated at a continuous capacity of 90 kVA single output and 180 kVA dual output, to provide 400 Hz power designed to conform to MIL-STD-704F standard for aircraft ground power systems. All units will additionally be required to provide 28.5 VDC power designed to conform to ISO 6858, non-concurrently. The combination 400 Hz and 28vdc power unit shall be integrated with the boarding bridge. The 400HZ and 28dvc power unit shall include all necessary disconnects, controls, the output cables, and other accessories to provide completely operational unit for the aircraft power. Units will be installed on a Jetway Model # AT3. GENERAL REQUIREMENTS FOR BIDDERS All materials provided by the awarded Contractor must be new, free from defects and must meet CCAA's specifications. Bidder shall submit the make and model of materials that will be used for the work. After award of contract no change to materials and products, except when the lack of availability is beyond the contractor's control, i.e., due to strike, bankruptcy, discontinuance of manufacture, etc. Request for substitution shall be made in writing and be accompanied by complete description of the substitute material or equipment. Substitution requests must receive written approval from Owner prior to being ordered and installed. Awarded Contractor shall work with manufacturer of any products installed to ensure that all recommended procedure requirements are adhered to during installation and test to ensure the installation will be valid for manufacturer warranty. Awarded Contractor shall inspect all products and materials prior to installation. Damaged or nonconforming products and materials shall not be installed. All awarded Contractor personnel and subcontractors who will be performing work on this project shall have been trained on the work they will be performing. They shall have been trained on the awarded Contractor's company policies with respect to safety, quality, and neatness standards. All fixtures and hardware must be installed per manufacturer's specifications and in direct coordination with the Owner. The awarded Contractor shall be held financially responsible for any work or re-work required due to improper approval and/or acceptance of that work performed which differs from the construction documents. CONTRACT TIME Project is to be substantially complete within 126 consecutive calendar days from the commencement date specified in the written Notice to Proceed and achieve Final Completion within 156 consecutive calendar days. There will be no Prebid Conference for this solicitation. Submissions received at the 3rd floor Administrative Office after the time and date listed will be rejected as non-responsive and returned to the Offer unopened. The Authority reserves the right to reject any or all offers submitted after the date and time indicted in this solicitation. Offerors mailing a submission should ensure the submission is adequately marked as a response to this solicitation and should allow a sufficient mail delivery period to ensure timely receipt. Offerors who submit their response via third party carrier services (USPS, FedEx, UPS, etc.) should consider allowing additional time to ensure delivery to the Authority's 3rd floor Administrative Offices by the stated deadline. The Authority reserves the right to reject any offers submitted after the date and time indicated in this solicitation. No oral, telephonic, or electronic submissions will be accepted. Bids must be accompanied by a bid bond in the amount Two Thousand Five Hundred Dollars ($2,500.00). No bid may be withdrawn, and all bid values must remain valid for a period of ninety (90) calendar days after the date of receiving bids. Cash will not be accepted in lieu thereof.
