Question Submission Deadline:april 17, 2024, 2:00pm While Not Mandatory, the Purpose of This Meeting is to Allow Potential Offerors an Opportunity to Present Questions and Obtain Clarification Relative to This Solicitation. Any Changes Resulting From This Meeting Will Be Issued in the Question and Answer Section or in a Written Addendum to the Solicitation. There Will Be a Walk Through of the Main Floor. The Town of Vienna Reserves the Right to Reject Any and All Proposals or to Accept the Proposal(S) Which, in Its Judgment, Will Be for Its Best Interest. No Proposal May Be Withdrawn for a Period of Ninety (90) Days Subsequent to the Date of the Proposal Opening. Any Proposal May Be Withdrawn Prior to the Scheduled Time for Proposal Opening or Authorized Postponement Thereof. Summary The Town of Vienna is Seeking a Qualified Firm to Create Architectural Drawings to Be Used for Construction/renovation of the Main Floor of Town Hall. 2.2. Background Located in Northern Virginia and Approximately 14 Miles From Washington D.c., the Town of Vienna is an Incorporated Town Within Fairfax County--adjacent to Tysons Corner (Northeast), Oakton and Fairfax City (Southwest), Merrifield/mosaic District (Southeast) and Reston (Northwest). The Town of Vienna Recently Completed a Space Study of Town Hall in an Attempt to Determine a Better Configuration and Utilization of the Tight Spaces That We Have. Town Hall Consists of Three Floors. The Study Covered All Three Floors. Scope of Work 4.1. General The Town of Vienna (Town) Requests a Proposal to Provide Architectural and Engineering Services for a Proposed Renovation of the First Floor of the Town Hall Building at 127 Center Street S, Vienna, Va. The First Floor is Approximately 4,400 Gross Square Feet and Houses Approximately 43 Town Administrative Employees With Administrative Functional Space. the Intent of This Renovation Project is to: Further Develop the Test Fit Concept and Program of Requirements Completed Under Phase I (Enclosure 1) Reconfigure Existing Spaces in Accordance With the Final Test Fit Concept Provide Limited Interior Construction to Accommodate the Reconfiguration of Spaces Modify Mechanical, Electrical, and Plumbing Systems Only as Needed or Required by Code Replace Interior Finishes: Carpet, Paint, Flooring (and Overhead Only as Needed for Reconfiguration) Provide New Furniture, Fixtures, and Equipment *the Project Scope Does Not Include Restroom, Elevator, or Security Improvements or Renovations The Scope of Services is to Produce Construction Documents, a Construction Cost Estimate, Apply for All Required Permits, Assist in Bidding and Contract Award, and Provide Construction Administration for a Renovation of the First-floor Spaces. the Scope of Services Itemized in This Request for Proposal (Rfp) Will Be the Basis of the Proposal and to Serve as a Guideline for the Project. 1. Scope of Services The Scope of Services for This Project Shall Include Architectural, Interior Design, Mechanical, Plumbing, Electrical, Fire Prevention, and Any Other Professional Services Required to Comply With the Scope of Services. a. Phase I (Completed and Provided in Enclosure 1): I. Feasibility Study to Reallocate and Reconfigure Existing Office Space Ii. Develop a Program of Requirements for Town Hall Administrative Staff and Spaces Iii. Develop a Test Fit Plan Iv. Develop Space Standards for Town Hall Staff V. Provide a Condition Assessment of the Heating, Ventilation, and Air Conditioning Systems B. Phase Ii I. Provide Required Professional Services for the Preparation of Sealed Approved Permit Documents. Permit Drawings Shall Conform With All Applicable Federal, State and County Codes and Regulations Including the Americans With Disabilities Act (Ada) or the Uniform Federal Accessibility Standards, and the Virginia Uniform Statewide Building Code (Vusbc), and the Icc A117.1. Ii. Obtain Permits and Approvals Required From the Appropriate Government Agencies Including Fairfax County and by Other Approving Agencies (Excluding Work Related Permits Required of the General Contractor Such as Trade Permits). The Town Will Pay for the Cost of the Building Permits and Issue Funds Directly to the Appropriate Agencies. the Town Project Officer Will Assist the a/e in Obtaining the Permits and Approvals Described Above When Requested. The a/e Shall Respond to All Permitting Authority Comments/questions, Submit Additional Requested Documents as Required Until the Permit Set is Approved. Iii. Assist in the Bidding and Award Process to Include Preparation of Construction Drawings and Specifications, Attend Pre and Post Bid Meetings, Respond to Rfis, Issue Addenda, Perform Bid Comparison and Analysis, and Written Recommendation of Award. Iv. Provide Construction Administration Services Including Submittal Review, Responding to Rfis, Attending Bi-weekly Progress Meetings, Producing a Final Inspection Punch List, and Providing Record Drawings. C. Subsequent Phases: I. Upon Completion of Phase Ii, the Contract May Be Modified to Include Architectural and Engineering Services for the Design of Potential Renovation Projects for the Second Floor or Basement. 2. Project Deliverables a. Project Schedule Including Key Milestone Dates for Schematic Design, Design Development, 50% Construction Documents and 95% Construction Documents With Five (5) Business Days for Each Town Design Review B. Schematic Design Drawings, Design Development Drawings, 50% Construction Documents, and 95% Construction Documents Prepared in Csi or Aia Format and Autocad 2016 (or Later)/revit 2016 (or Later) C. Furniture Layout, Furniture Selection, Finish Selection, and Finish Color Board With at Least Three-color Schemes D. Cost Estimates at the Conclusion of Design Development Drawings and 95% Construction Documents E. Two Meetings During Finalization of the Test Fit Concept F. One Meeting During Schematic Design Phase, Two Meetings During Design Development Phase, and Two Meetings During Construction Document Phase G. Pre-bid Meeting, Post-bid Meeting, Pre-construction Meeting, Bi-weekly Progress Meetings During Construction, and Punch-list Meeting H. Record Drawings at the End of Construction Incorporating Any Changes or Additional Information From the Building Contractor's as Built Mark-up Set I. Cad Files and a Pdf of the as-built Plans, Pdf of the Approved Permit Set, Pdf of the Bid Set Including Addenda. J. Meeting Minutes Within Three (3) Business Day of Any Meeting Attendance 3. Fees The Cost Proposal Shall Be an Hourly Not to Exceed Detail Fee Proposal Broken Down for Each Phase During Design and Construction Administration. 4. Enclosures a. Town Hall Interior Study Final Report (Feasibility Study) Contract Term The Resulting Contract Will Cover a Period of Two (2) Years From the Date of Award. At the Sole Discretion of the Town of Vienna, and Upon Mutual Written Agreement With the Contractor, This Contract May Be Renewed for an Additional One (1) Year, in a One (1) Year Increment, at the Expiration of Its Terms by Mutual Written Agreement of the Contractor and the Town of Vienna.
