Bids shall be on the form provided in the documents, prepared in duplicate as set forth in the Instructions to Bidders and enclosed in an envelope bearing on its face the name and address of the bidder and the title of work to which the proposal relates. If submitting for more than one contract, submit each contract bid in separate envelope. Attention of the Bidders is called to the requirements as to the conditions of employment and minimum wage rates to be paid under this Contract as well as to other provisions set forth in the Instruction to Bidders. Work shall be commenced and continuously and diligently prosecuted immediately after contracts have been signed. The Owner requires that all bids shall comply with the bidding requirements specified in the Instructions to Bidders. The Owner may, at its discretion, waive informalities in bids, but is not obligated to do so, nor does it represent that it will do so. The Owner also reserves the right to reject any and all bids. Under no circumstances will the Owner waive any informality that, by such waiver, would give one Bidder a substantial advantage or benefit not enjoyed by all other Bidders.
