Site work for a mixed-use development in Boston, Massachusetts. Completed plans call for site work for a sidewalk / parking lot.

The project work consists of installation of multiple automatic gate arms with key card access at the Boston Convention and Exhibition Center (BCEC), including the modification to the layout of the North lot. Each general bid on this contract must be accompanied by a copy of a Certificate of Eligibility issued by the Massachusetts Division of Capital Asset Management and Maintenance (DCAMM) showing that the bidder has the classification and capacity rating to perform the work required. In order to be eligible to bid on this contract, a general bidder must be certified for the estimated project cost and for the following category of work: Prime Contractors - General Building Each general bid must also be accompanied by a Contractor Qualification Update Statement. The Authority will furnish copies of the Contractor Qualification Update Statement form to any bidder on request. Any general bid submitted without the appropriate Certificate of Eligibility and Contractor Qualification Update Statement shall be invalid. Bidding procedures and award of the contract will be in accordance with the provisions of Sections 44A through 44J, inclusive, of Chapter 149 of the General Laws of the Commonwealth of Massachusetts. Each bid shall be submitted and will be considered in accordance with the Instructions to Bidders and other Contract Documents and shall be accompanied by a bid deposit in the amount of 5% of the value of the bid. A performance bond and a labor and materials payment bond, each in the amount of the contract sum, must be furnished by the selected general contractor as stated in the bid form. Such bonds must be on the forms contained in the bid documents and must be executed and delivered to the Authority at the time of execution of the contract. Each attorney-in-fact who executes such a bond on behalf of the surety must affix thereto a certified and current copy of his power of attorney. A performance and payment bond furnished by a subcontractor, at the request of a general contractor set forth in the Form For General Bid, shall be for the benefit of the general contractor; shall secure the performance of the subcontract by the subcontractor; and shall indemnify and hold harmless the general contractor and the surety or sureties under the labor and materials or payment bond furnished by such general contractor to the Authority against (1) any and all loss and expense arising out of any and all claims in connection with the performance of said subcontract which would be required to be paid under the labor and materials or payment bond furnished by the general contractor to the Authority and (2) attorney's fees in the event that the subcontractor, after notice, fails to assume the defense of and defend such claims. The applicable goals for minority business enterprise (MBE) and woman business enterprise (WBE) participation established for this Contract are as follows: MBE Participation 4.7% WBE Participation 9.3% Questions or requests for information, clarification or interpretation of the bidding documents must be submitted to bflynn@massconvention.com in writing in accordance with the Instructions to Bidders and must be received no later than 5:00 p.m. on April 05, 2024. Contract Term: June, 2024 through March, 2025 The Authority reserves the right to reject any or all general bids if it be in the public interest to do so. If sub-bids are required to be filed with the Authority for this contract, the Authority reserves the right to reject any sub-bid on any sub-trade, if it determines that such sub-bid does not represent the sub-bid of a person competent to perform the work as specified or that less than three such sub-bids were received and that the prices are not reasonable for acceptance without further competition.
