Routt County (RC) is seeking multiple building automation system (BAS) contractors to provide and install building automation systems in new and existing retrofit construction projects. RC currently has five existing buildings, and plans to replace the building automation system front end for all five buildings in 2024, and many of the existing BAS controllers in the next 1-3 years. Routt County (RC) is seeking multiple building automation system (BAS) contractors to provide and install building automation systems in new and existing retrofit construction projects. RC currently has five existing buildings, and plans to replace the building automation system front end for all five buildings in 2024, and many of the existing BAS controllers in the next 1-3 years. With this solicitation, RC intends to short-list candidates based on qualifications and to generate a list of qualified contractors who will then be able to be short-listed for future building automation installation and service work with RC. The final number of qualified contractors is to be determined based on the outcome of this solicitation process. This solicitation is intended to result in an annual contract with each awarded vendor with the option to renew the contract each year for five subsequent years. Below is a list of required minimum qualifications that interested firms must possess: 1. Certified Tridium Niagara 4 control systems integrator. 2. Office located within Colorado or Wyoming area and the ability to respond in-person, on-site to customer warranty issues within 24 hours to Steamboat Springs, CO. 3. Control equipment provided must be fully programmable (not configurable) and must be BACnet Distech or JCI M4 with Tridium Niagara 4 Supervisor front end. Field level controllers must be Distech or JCI M4 BACnet controllers. Controller LAN communication protocol shall be BACnet IP or BACnet MSTP. All controllers and software to be fully open, and not locked to any one company so that any Tridium\Distech or Tridium\JCI certified firm can make programming changes to all aspects of the controls system. 4. Existing RC buildings have Johnson Controls NAE controllers (3 buildings) as well as Trane Synchrony (1 building) and one building has KMC field controllers using Kepware integrated into the Iconics front end. The BAS vendor shall be able to connect a new Tridium Niagara front end solution to these existing control systems to replace the existing Iconics and Trane front ends with one Niagara front end solution that includes graphics, trending, scheduling, alarm console, setpoint adjustments, and equipment overrides. Responses to this request for qualifications shall include the following information: 1. Provide evidence of compliance with all of the minimum qualifications 1-4 listed above. Include statement of capability to complete the scope of work requested. If additional hardware is required to perform the desired integration, please clarify your approach and necessary hardware. 2. Firm: Provide firm name, address, contact, and number of years providing requested building automation system installations. Identify the size of your organization with number of staff in administration, engineering, technicians, electricians, programmers. Identify the number of certified technicians on staff in the Wyoming and Colorado area, with specially noted staff that are near the Routt County region. Explain all types of services your firm offers and equipment (controls, VFDs, RTUs, boilers, etc) your firm can provide. 1 3. Assigned Personnel: Identify staff at all levels of your organization that will be assigned to the RC projects. Provide an organizational chart clearly identifying staff and roles, and provide resumes of staff assigned to RC projects. If a change in staffing needs to be made after award, contractor shall formally request any changes in lead personnel (lead installer, programmer, project manager). RC will reserve the right to cancel the contract if future proposed staff changes are not acceptable to RC. 4. Training: Explain your training and on-going support solutions. If your firm has a training center with courses, please identify course offerings and equipment within the training facility and pricing if applicable. Include information on training that would occur on-site versus in a training facility. 5. Project experience: Provide a brief description of Niagara building automation system installation and service experience. Provide a complete list of Colorado projects completed in the past 2 years and identify the field controller equipment. 6. Project References: Provide 3 project references for Colorado projects completed within the past 5 years by the team to be assigned to RC projects with controls scope larger than $300,000. References should include active, current service contracts. Include building address, contact name, email and phone, and brief description of HVAC equipment being controlled. 7. Controls equipment: Provide submittal data on typical sensors, actuators, valves, field and panel controllers that your firm provides. Include screen shots of typical graphic pages that your firm provides. If you have created energy or BAS dashboards, provide example screen shots of the dashboards and describe your typical dashboard solution. This section of the proposal shall be limited to 50 pages. 8. Front End Solution: RC wishes to have the TCC vendor provide a cloud-based virtual server for the Tridium Supervisor, so that RC staff can access the BAS from anywhere. Provide information on how this solution would be created to provide appropriate IT security while not requiring Team Viewer or a VPN. 9. MBCx: Routt County may include automated fault detection diagnostics (ie: Monitoring Based Commissioning) within the final BAS solution. TCC shall include information on their MBCx solutions, or examples of recent integration to 3rd party MBCx solutions. 10. Completion Record: Provide statements for all projects completed within the last 3 years, identifying if your firm (a) failed to complete a contract; (b) has been involved with a bankruptcy action; (c) paid liquidated damages; or (d) has been involved in litigation. 11. Additional: Provide service call response times that your firm will commit to. Clarify differences (if any) between on-site response and remote access response times. 12. Bonding: Submit evidence from a bonding company that (a) indicates how long they've done business with your firm and (b) verifies additional bonding capacity of at least $500,000.
