"Disadvantaged Business (DBE) Requirement. DBE participation goals (Subcontracts, materials, supplies) have been set on this project for those certified as DBE's in accordance with the TEA - 21 (1998) and 49 CFR, Part 26, and qualified to bid with ODOT under Chapter 5525 of the Ohio Revised Code (O.R.C.)". At the beginning following the project identification the DBE goal designation is written, i.e. DBE Goal: "8%". Each bid shall be accompanied by a bid guaranty in the form of (1) a certified check, or cashier's check, or letter of credit equal to ten percent (10%) of the bid; or (2) a bid guaranty bond for the full amount of the bid; both forms of guaranties as provided in Chapter 153 of the Ohio Revised Code and in the project specifications. The amount of the bid for said guaranty purposes shall include all additive alternates. All bid guaranties shall be conditioned that if the bid is accepted within sixty (60) days of the bid opening, a proper contract shall be executed and that upon failure or refusal to enter into said contract within ten (10) days after receipt of notification of award, the bidder and the surety on any bond shall be liable to the County in an amount not to exceed ten (10) percent of the bid. Each bidder shall be in current good standing on the Ohio Department of Transportation Pre- qualified Contractors List kept by the Office of Contracts. Construction work shall be subject to the Federal prevailing wage rates established for Ohio by the Secretary of Labor's general wage decision. Construction Work shall be completed by May 15, 2025. Upon receiving a responsible and responsive low bid, the County will proceed with Award of the Contract.
