Site work and new construction of a municipal facility in Kennebunk, Maine. Completed plans call for the construction of a municipal facility; and for site work for a municipal facility.
Location The Project is located at 36 Sea Road in Kennebunk. The work generally includes: 1. General Conditions, mobilization, traffic control, temporary facilities, phasing the work, construction oversite and all other related work necessary to construct the project. 2. Maintaining access to the existing transfer station throughout construction. 3. Jersey barricades. 4. All site concrete and pavement. 5. Erosion and sedimentation control throughout construction. 6. Compliance with local, state and federal permits. 7. Contractor is responsible for obtaining local building permits. Town to waive fee. Owner will apply for State of Maine Construction permit through the State Fire Marshals Office. 8. Tree clearing, stump and grubbing, and other miscellaneous site demolition as shown in the contract documents. 9. All required excavation, grading, fills, cuts, and related earthwork and materials. 10. Pre-load for new public works facility building. 11. The installation of three (3) new access driveways. 12. Sewer main extension associated construction within Sea Road. 13. Extension of water services to the facility. 14. Site utilities (water, sewer, communications, electrical, gas). Work includes relocation and new construction for electrical services to the transfer station and new electrical services/conduits/conductors, transformers and related for the public works buildings and other site buildings. 15. Construction of propane pad, gas lines and related infrastructure. Town will purchase tanks. All other work to be performed by the contractor. 16. Road repair including the removal of bituminous pavement, trench paving, street and driveway reconstruction, loam and seeding. 17. Stormwater collection and treatment infrastructure. 18. New public works building. 19. Renovation of the existing public works building. 20. New cold storage building. 21. New swap shop and can-do building. 22. Modifications and new construction for the existing dog park. 23. Site lighting and landscaping. 24. Fencing and gates. 25. Paving. 26. Signage. 27. Other related and incidental work that is necessary to construct the project in its entirety and ready for owner acceptance. Basis of Award Contract shall be awarded to the lowest responsible bidder whose bid complies with conditions and requirements provided in the contract documents. All questions are to be submitted to Engineer in writing. Questions may be transmitted by e-mail to omccullough@sebagotechnics.com. Questions received less than 5 (five) working days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. A bid must be accompanied by Bid security made payable to the Town of Kennebunk (Owner) in an amount of 5% of Bidder's maximum bid price and in the form of a certified check or Bid bond issued by surety meeting the requirements of the General Conditions. No bid may be withdrawn for 30 days after receipt of bids unless released by Owner. A completed Bid Form, Bid Security, Experience and Qualifications Statement with verification of bonding capacity, and other attachments identified in the instructions must be submitted with the Bid. The successful bidder will be required to furnish 100% Performance Bond, 100% Payment Bond, and Insurance Policy including builders risk insurance. The successful bidder shall be responsible for the full amount of the 100% Performance Bond and the 100% Payment Bonds. Combining bonds of subcontractors is not acceptable. To be considered a Qualified Bidder, the Bidder shall demonstrate that the bidder has direct relevant experience on Public Works or similar projects. The qualifications statement included in the bid documents must be completed thoroughly and provide enough detail for the owner to determine if the contractor is qualified. The owner reserves the sole right to determine if a contractor is or is not qualified. Begin Construction on or about January 2, 2026. Substantial Completion ready for owner occupancy: October 16, 2026. Final Completion: November 6, 2026.
