Renovation of a detention facility in Oshkosh, Wisconsin. Completed plans call for the renovation of a detention facility.
The Project consists, generally, of the relocation of 2 existing officer stations from dayroom to adjacent rooms. Existing raised platforms and construction will be demolished and removed. New countertop & base cabinet will be provided at the new officer station locations. Fire alarm and security camera cabling will need to be relocated. A new opening & door will be constructed to allow connection between the two new officer room locations. Project Timeline - It is the intent of the Owner to have the Contractor begin work by the week of June 30, 2024 after the awarding, Contractor signing of contract, and County issuing the Purchase Order. It is the requirement of the Owner to have the work substantially complete by October 15, 2024. A Contractors Qualification Statement must be completed and submitted to the Winnebago County Purchasing Department, a minimum of 5 days before the bid opening date Summary Project Description: Remove 2 existing officer stations and relocate stations to adacent rooms. Provide one new door & opening connecting the two officer stations, in addition to other work as indicated in the bid documents. Winnebago County is requesting sealed bids to provide all labor, equipment and materials for renovations within the Law Enforcement Building, 4311 Jackson Street, Oshkosh, WI 54901. Scope of demolition and removal work is as shown, and/or inferred, on drawings. Finish interior surfaces exposed to view, unless fully factory-finished and unless otherwise indicated. Paint surfaces of existing gypsum board or other surface walls where indicated on drawings. Owner Rights: Winnebago County reserves the right to reject any bidder who is determined to be unqualified. Winnebago County is not liable for any costs incurred in replying to this RFB. The County reserves the right to reject any and all bids and to select the bid considered most advantageous to Winnebago County. The Owner or designee shall have the right to reject materials and workmanship that are defective, or require their correction. Rejected workmanship shall be satisfactorily corrected and rejected materials shall be removed from the premises without charge to the Owner. If the Contractor does not correct such condemned work and remove rejected materials within a reasonable time, fixed by written notice, the Owner may remove them and charge the expense to the Contractor. Liquidity Damages: All invoices or applications for payment to be paid net 30 unless otherwise agreed to in advance according the unit prices provided in the bid. A 5% retainer will be withheld from each partial payment up to 50% completion to provide recovery of liquidated damages or for work not performed. Release of retainer will take place upon completion and approval of punch list items. Bond Notes: A certified check, cashier's check, or bid bond payable to Winnebago County in an amount of five percent (5%) of the bid amount must accompany the bid as a guarantee that if the bid is accepted, the bidder will execute and file the proper contract within ten (10) days after award of the contract. The Contractor shall furnish bonds covering faithful performance of the Contract and Payment of obligations arising thereunder. Bonds are to be provided by and underwritten by a bonding company that is rated A or A+ by Best Insurance Report. The cost of the bonds is to be included in the Contract Sum. The amount of each bond shall be equal to one-hundred percent (100%) of the Contract Sum.
