Official Notice #1: Due Date Revised . The due date has been revised from 5/3/24 to 5/10/24. The City of Banning Public Works Department oversees several divisions, including engineering and land development; street, airport maintenance and transit; capital improvement projects (CIP); water and wastewater. The City of Banning has seen significant growth and development over the last 5 years and is looking for a team of pre-approved consultants to assist the City in meeting the needs of its various divisions. Also, other City departments might utilize these services. The goal is that these services aim to enhance the client's public image, build relationships with the community, and effectively communicate key messages to target audiences. The following scope of work is provided as an outline of potential public relations and community outreach consulting services that may be needed by the Department and is not complete, detailed or an exhaustive description of services that may be needed as needs may vary based on individual projects. Assist all Public Works Divisions (Engineering, Water, Wastewater, Streets, Refuse, Transit, Building Maintenance, Fleet, Stormwater, Airport, and Service Requests) with Strategic and Tactical Messaging and Branding. Provide Graphic Design and layout services for brochures, handouts, and website items as needed, including the design of infographics and targeted visuals to create a nexus between content and imagery. Provide stock footage or custom photography for projects, events, and publications for print and online purposes. Perform image retouching and adjustments after shoots for video and photo formats. Assist with design color theory and typography for specific projects. Prepare digital files for required formatting needs. Provide support and coordination for public outreach meetings and hotlines for CIP projects and other initiatives undertaken by the Public Works Department. Arrange for videography as needed. Provide support during emergency events as necessary, including developing speaking points and messaging to be used with media and the public. Develop social media posts and other outreach material as requested. Conduct keyword research and employ SEO best practices to optimize content. Analyze web traffic to measure the success of the content (e.g. conversion, bounce rates, impressions, reach and retention curve). Develop animated videos on topics that relate to business and community members. Digital marketing for the delivery of information through digital channels such as search engines, website, social media, email and mobile apps. Prepare project logos, surveys, and project websites. Advertise and present public workshops and community meetings. Other services as needed and to be determined. For Other City Departments Purchasing and placing advertising using web, radio, and/or prints. Assist City staff with social media by creating and/or publishing social media posts on various sites. Help create short social videos if required. Graphic design services and/or infographics for use on social media sites, City's website, or printed materials. Photography and/or Video shooting and editing services for events and other promotional/educational purposes. Newsletters or other written documentation to be released to the public. Will assist in gathering and writing content, format & layout of the document. Press & Media release support when required. Attend City Council meetings if required. Project Management and Quality Control Procedures Describe the firm's Quality Assurance and Quality Control procedures. Describe the firm's tracking system to monitor project budget and scope. Describe the firm's ability to provide interaction with clients and stakeholders. Ownership The City will have final ownership and rights to all data, documents, copy and images generated by this scope of work for unrestricted use by the City. Example Timeline Request Provide an example of a timeline to complete the scope of work for on-call professional services for public relations and community outreach consulting services typically includes tasks such as developing and implementing strategic communication plans, creating press releases and media materials, managing social media accounts, conducting outreach to stakeholders and the community, organizing events and campaigns, providing crisis communication support, and monitoring and analyzing media coverage. The City reserves the right to reject any and all proposals and to waive information and minor irregularities in any proposal received. Acceptance of Terms and Conditions - Submission of a proposal pursuant to this RFP shall constitute acknowledgment and acceptance of all terms and conditions hereinafter set forth in this RFP. The time and date are fixed, and extensions will not be granted unless specifically stated by the City in an addendum to this RFP. Proposals not received before the bid event time will not be accepted. The initial term of the Agreement shall last three (3) years from the date of execution with the option to extend for two (2) additional one-year terms not to exceed five (5) years based upon acceptable performance by the Company, acceptable fees and subject to the same terms and conditions of the Agreement. Pricing is to remain firm for the initial contract term. Should the option to renew for additional years be exercised, City and Company may negotiate any and all price modifications. The City retains the right to cancel this RFP at any time, should it be deemed to be in the best interest of the City. No obligation either expressed or implied exists on the part of the City to make an award based on the submission of any proposals. There is not a pre-proposal meeting required for this project. The City anticipates selecting one or more firms to perform the services over a time period of five (5) years. Proposals are requested from Companies that have demonstrated the ability to perform the tasks identified in this Request for Proposal ("RFP"). The Consulting firm shall assist the City with achieving public outreach goals and have experience and proven successes with projects such as creating unique brand identities, memorable messaging, communication through multimedia formats, crisis communications, and Proposition 218 informational campaigns. Due to the as-needed nature of the work, no work is guaranteed regardless of selection. Nothing in this RFP requires the City of Banning to select a sole source consultant for any project and services or guarantees a certain amount of work to any consultant on the shortlist. The scope of work will vary and will be requested on a task-order basis as the need arises. The City of Banning is a General Law City. As such, some projects and services will be subject to competitive proposals from the selected shortlist in accordance with the City of Banning's purchasing policy for the duration of this RFQ. The City of Banning, at its own discretion and in compliance with the funding sources, will either select consultants from the shortlist or publish a project-specific RFP open to all. Question Submission Deadline:April 24, 2024, 11:59pm All questions received by the due date will be logged and reviewed and if required, a response will be provided via an addendum to the RFP that will be posted on the City's website.
