Manchester Water Works, acting through its Board of Water Commissioners and in accordance with the provisions of Manchester NH Code of Ordinances Chapter 39: Procurement Code, inclusive, seeks bids from qualified firms to provide water treatment chemicals certified to NSF/ANSI Standard 60 by an ANSI-Accredited third party certifier. This contract will be for one full year starting July 1, 2024 and ending June 30, 2025. Questions regarding this request should be expressed in writing and directed to Jeremy Bouvier at jbouvier@manchesternh.gov. The Board of Water Commissioners reserves the right to waive any irregularities, reject any or all bids, and to accept the bid that appears to be in the best interest of Manchester Water Works. Failure to submit all information called for may be sufficient grounds for disqualification. All bids shall include the following: A BID for water treatment chemicals as specified, including all required documentation contained herein. THREE (3) copies of the sealed Bid are required. Manchester Water Works, acting through Board of Water Commissioners, intends to award a contract to a responsible and responsive contractor, whose Bid has been deemed to be the most advantageous for the Water Works Department, taking into consideration price and the evaluation criteria set forth in the RFB, provided, however, that such Bid shall be in full compliance with all applicable requirements of federal, state and local laws, including Manchester NH Code of Ordinances Chapter 39: Procurement Code. An award of a contract pursuant to this RFB will require a favorable vote of the Manchester Board of Water Commissioners. Question 04/10/2024 : No oral interpretations will be made to any Respondent as to the meaning of the specifications or terms and conditions of this Request for Bid. Every request for such interpretation or request for a change in the specifications or terms and conditions shall be made in writing to: jbouvier@manchesternh.gov and shall be done so five (5) or more working days before the response due date. Every interpretation made to a Respondent will be in the form of an addendum to the Request for Bid, which, if issued, will be posted electronically. All such addenda shall become a part of the Request for Bid. Bids may be withdrawn or modified upon written or electronic request received from Respondents prior to the time affixed for opening. Any withdrawals not received by Manchester Water Works prior to the bid opening will be considered invalid. Email correspondence shall be addressed to jbouvier@manchesternh.gov. Negligence on the part of the Respondent in preparing the Bid confers no right for the withdrawal of the Bid after it has been opened. The Board of Water Commissioners reserves the right to waive any informality in Bids, to reject any and all Bids wholly or in part, and to make awards in a manner deemed in the best interest of Manchester Water Works. Provisions of Award - Contracts will be awarded separately for each chemical on the basis of: a. The character, integrity, reputation, judgment, experience, and efficiency of the bidder as well as the bidder's ability, capacity, and skill to perform the contract or provide the service required. b. Delivery time, price, NSF certification, specifications and performance comparison. c. Bids will be evaluated and awarded based on a 1-year firm price basis. d. The bid price shall hold firm for the duration of the award. Additional fees and surcharges will not be allowed during the contract period. e. Any and all bids shall be presented to the Board of Water Commissioners for approval and award at their meeting scheduled to be held April 25, 2024. Delivery Water treatment chemicals shall be accepted for delivery to Manchester Water Works at either of the following locations: a. Lake Massabesic Water Treatment Plant, 1581 Lake Shore Road, Manchester, NH (603) 624-6482 b. Merrimack River Water Treatment Plant, 18 Kimball Drive, Hooksett, NH (603) 792-8912 Deliveries will be accepted between the hours of 8:00 am and 3:00 pm Monday through Friday
