The Town of Berlin Public Works Department is seeking proposals for the testing, transport and proper disposal of annual catch basin cleaning and street sweeping materials from the Town Material Storage Yard. This is a two-year contract with an anticipated start date of May 10, 2024. A proposer's failure to comply with this requirement may result in disqualification. The appropriate Town representative listed above must receive any questions from proposers no later than seven (7) days before the proposal opening date. That representative will confirm receipt of a proposer's questions by e-mail. The Town will answer all written questions by issuing one or more addenda, which shall be a part of this RFP and the resulting Contract, containing all questions received as provided for above and decisions regarding same. The Town reserves the right to amend or terminate this Invitation to Bid, reject all bids, and award the contract to the proposer that is deemed to be in the best interests of the Town. Scope of Service The Town of Berlin, Connecticut is soliciting pricing for the testing, transport and proper disposal of waste materials generated through the routine cleaning of catch basins and street sweepings throughout the Town's MS4 municipal stormwater sewer system. The Town has previously characterized these waste materials through analytical methods for transport, handling and certified disposal. In the past, the Town of Berlin's materials were considered a non-hazardous, regulated material that requires proper handling and disposal. The proposed bidder will have to provide all services related to confirmatory testing/characterization, trucking, certified paperwork as required by local, state, and federal laws, and final disposal services at a regulated facility legally permitted to accept such wastes. The Town will provide loading of the material into the Contractor's vehicles. The bidding Contractor must be licensed and insured to haul waste materials within the State of Connecticut. Copies of the appropriate licenses and proof of the appropriate insurance requirements must be attached to the bidding form. Materials and Quantity: The catch basin wastes within the Town consist of sand and organic materials that may include some solid waste debris. The Town typically generates between 500 to 1,000 cubic yards waste materials during the calendar year with larger amounts accumulating in the spring and summer months. This bid is valid for the period commencing on or about May 10, 2024 through June 30, 2026. b. The successful Contractor shall begin scheduling the work within 2 weeks of notice to award. Actual start date of transport and disposal is based upon an agreed schedule between the Town and the Contractor. Workday a. The normal workday shall be 7:30 a.m. to 3:00 p.m. Monday through Friday, excluding State granted holidays. b. No disruptive work (as indicated by the Town) shall be permitted before 7:00 am or after 8:00 p.m. on a normal workday or on Saturdays, Sundays or holidays, except by permission of the Town. Permission requests shall be submitted to the Director of Public Works.
