Site work and paving for a civil project in Kingsburg, California. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

The work to be done, in general, includes surface preparation, hot mix asphalt, pavement grinding, pavement striping, installing water main, water valves, fire hydrants assemblies, fire hydrant services, concrete improvements, markers and markings, and trenching backfill and pavement surface replacement. Oral explanations or interpretations of plans and specifications are not binding. Any explanation, interpretation or clarification of plans and specifications will be in the form of a written addendum to the plans and specifications issued to planholders of record. Bid security in the amount of then (10) percent of the amount of the bid, and in the form of a bid bond issued by an admitted surety insurer licensed by the California Department of Insurance, cash, cashier's check or certified check shall accompany the bid. Bid security shall be made in favor of the City of Kingsburg. No contract will be awarded to a contractor who has not been licensed in accordance with the provisions of the Contractors State License Law, California Business and Professions Code, Division 5, Chapter 9, as amended, or whose bid is not on the proposal form included in the contract document. A valid California Contractor's License, Class A, General Engineering, is required for this project. Minimum wage rates for this project have been determined by the Secretary of Labor. If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the prevailing wage rates predetermined by the Director of the Department of Industrial Relations of the State of California for similar classifications of labor, the contractor and his subcontractors shall pay not less than the higher wage rate. The successful bidder shall furnish a faithful performance bond in the amount of 100 percent of the contract amount and a payment bond in the amount of 100 percent of the contract amount. Said bonds shall be issued by a surety company who is an admitted surety insurer authorized by the California Department of Insurance to transact business in this state, and acceptable to the City of Kingsburg. Bidders are cautioned that representations made by surety companies will be verified with the California Department of Insurance and that the City of Kingsburg will not accept a surety company with a Best's rating of less than B. A preconstruction conference shall be held within 10 calendar days of contract award after which a Notice to Proceed will be immediately issued. The Contractor shall begin work within 10 calendar days after receiving a Notice to Proceed by the City of Kingsburg and shall diligently prosecute the same to completion before the expiration of 50 Working Days from the date shown in said Notice to Proceed. The Contractor shall pay to the City of Kingsburg the sum of One Thousand Dollars ($1,000.00) per day for calendar each and every calendar day's delay in finishing the work in excess of the number of working days prescribed above. The Contractor shall not be assessed liquidated damages for delay in completion of the projects when such delay was caused by the failure of the City of Kingsburg or the owner of the utility to provide for removal or relocation of the existing utility facilities. Bids shall be submitted in a sealed envelope addressed to the City of Kingsburg and labeled with the name of the bidder, the name of the project and the statement "Do Not Open Until the Time of Bid Opening." The City Council reserves the right to reject any or all bids. Document note: Bidders are responsible for monitoring the City the City's website for any project addendums and submitting the acknowledged addendums with the bid documents.
