Powhatan County, Virginia hereinafter referred to as "County", is seeking sealed bids from licensed and experienced contractors to furnish all labor, equipment, tools, and materials necessary to pump out sludge digesters at two (2) Wastewater Treatment Plants (WWTP) annually. WWTPs are located at Dutoy Creek at 2040 Anderson Highway Powhatan VA, 23139 and Fighting Creek at 3900 Old Plantation Road Powhatan, VA 23139 and to landfill digested sludge. Sludge quantity is anticipated to be 235,000 gallons at Fighting Creek WWTP and 192,000 at Dutoy Creek. Available water supply is limited at Fighting Creek WWTP. Due to this the contractor shall transfer the sludge from Fighting Creek WWTP to Dutoy Creek WWTP to dewater. The County will furnish 100 gallons of clean water per minute at Dutoy Creek WWTP. Sludge form both WWTP's shall be processed, sufficient for transfer at Dutoy Creek WWTP. Contractor is responsible for transferring the sludge between sites. County will provide uninterrupted ingress to and egress from the worksite for the entire duration of the service during all operating hours as needed. Landfill approval and permitting will be the responsibility of the contractor. Services to be done annually, however, county reserves the right to increase services as demand increases. First service is to be done June of 2024. County will notify contractor within 21 days for services needed.
