Site work and paving for a mixed-use development in Fargo, North Dakota. Completed plans call for site work for a medical facility; for paving for a sidewalk / parking lot; and sidewalk / parking lot.

The project consists of exterior parking lot repair and resurfacing, and intermittent sidewalk replacement. A single-prime bid will be accepted. Any bid may be withdrawn prior to the above scheduled time for opening of the bids or the authorized postponement thereof. Any bid received after the time and date specified will not be considered. Bidder shall assume full responsibility for timely delivery of their proposal to the State. Bids must be submitted on original copies of the Bid Form in the project specifications and must be accompanied by a separate envelope containing a Bidder's Bond in a sum equal to five percent of the full amount of the Bid executed by the Bidder as Principal and by a Surety Company authorized to do business in this State, conditioned that if the Principal's Bid be accepted and a Contract be awarded to the Principal, the Principal, within 10 days after notice of award, will execute and effect a Contract in accordance with the terms of the Principal's Bid and a Contractor's Bond as required by law and the regulations and determinations of the North Dakota Department of Health and Human Services. The successful bidder will be required to furnish a Payment and Performance Bond in the full amount of the contract. All Bidders must be licensed for the highest amount of their Bid, as provided by Section 43-07-05 of ND Century Code. Bidders must hold a North Dakota Contractor's License and carry North Dakota Workers' Compensation Insurance as required by law. The required bid bond envelope shall also contain a copy of the Contractor's License or Certificate of Renewal thereof issued by the Secretary of State as required by law. Bidders may request an electronic copy of the Bidding Documents from emily@thearchitectfirm.com at no cost. Printed copies may be obtained from the Project Architect, Shultz + Associates Architects, 612 1/2 Main Avenue, Fargo, ND 58103, by providing names, address, phone number, and email contact information. Each Bidder is responsible for reading and becoming thoroughly familiar with the project's Contract and Bidding Documents. Failure of any Bidder to understand the bidding or contract documents does not relieve any Bidder from any obligation in respect to their Bid. All questions seeking clarification or interpretation of the bidding or contract documents must be in writing via mail or email and directed to Emily Robinson, Shultz + Associates Architects, 612 1/2 Main Avenue, Fargo, ND 58103, and cite SEHSC Exterior Site Improvements at the above-referenced facility. Written questions must be received by 3:00 p.m., CT, Thursday, April 25, 2023, to allow issuance of any necessary amendments. The North Dakota Department of Health and Human Services reserves the right to hold all bids for a period of 30 days after the day fixed for the opening of the bids, and the right to reject any or all bids and to waive any informalities. No Bid will be read or considered which does not fully comply with the above provisions as to Bond and Licenses, and any deficient Bid submitted will be resealed and returned to the Bidder immediately. Award. It is the intent of the State to make an award to the responsible bidder who has proposed a bid, including any alternates, which, in its judgment, is in its best interest, and does not exceed the funds available. State shall have the right to accept alternates in any order or combination, and to determine the successful Bidder on the basis of the sum of the Base Bid and the Alternates accepted. If the contract is to be awarded, State will provide the successful Bidder a Notice of Award within 30 days after the day of the Bid opening. State may conduct such investigations as State deems necessary to assist in the evaluation of any Bid and to establish the responsibility, qualifications, and financial ability of Bidders to perform and furnish the Work in accordance with the Contract Documents to State's satisfaction within the prescribed time. Bidder shall provide a proposed work schedule, indicating the anticipated start and completion dates for this project. State anticipates the vendor shall complete the work for this project by September 30, 2024. The state reserves the right to reject any and all bids in whole or in part and to refrain from making an award if it determines it to be in its best interest. The State reserves the right to reject any proposal determined to be not responsive, and to reject the proposal of a bidder determined to be not responsible.
