The site was formerly an American Legion Post, and before then it was a Greek Orthodox Church. Construction documents for this project have been prepared by Crowley Cottrell Landscape Architecture (CCLA), who has been selected by the City to administer the contract by overseeing construction to ensure conformity to construction drawings, specifications, and standards. The Division of Public Space and Urban Forestry (PSUF) is the project manager for the City. The landscape architectural design includes the construction of a new park on a vacant lot that was used for parking consisting of asphalt drive and an area of crushed stone. The project consists of selective demolition and removals, exterior signage, site furnishings, exterior lighting, bituminous concrete paving, permeable pavers, grading, fencing, masonry and CMU walls, water features, tree removals, plantings, and irrigation.
