Per the owner, as of August 29, 2024, their anticipated schedule is design through 2026 and construction starting in early 2027. Closed solicitation has been included below for reference. ........ The work described above shall be performed in the tasks listed below. Task 1 DATA GATHERING Subtask 1.1 Obtain and Review Plans, Reports and Data Obtain and review original and modification plans for the existing facilities, prior studies, and related data, specifically: o EDHWTP Condition Assessment o EDHWTP Master Plan o Water Treatment Plant Implementation Evaluation o EDHWTP Improvement Plans o Geotechnical Investigations o WTP permits o Other special studies identified by the District Subtask 1.2 Perform Site Topographic Survey Prepare a site topographical survey to the detail necessary to perform the work outlined in this scope of work. Subtask 1.3 Perform Site Geotechnical Survey Prepare a site geotechnical survey to the detail necessary to perform the work outlined in this scope of work. The District owns and operates five water treatment plants, including the EDHWTP, Reservoir 1 WTP (R1WTP), Strawberry WTP, Reservoir A WTP and the Outingdale Water Treatment Plant (OWTP). A recently completed water treatment asset management planning effort (excluding OWTP) includes WTP condition assessments and process evaluations, remaining useful life analysis, master planning for the EDHWTP and R1WTP, replacement prioritization, cost estimates, and a preliminary 20 year capital improvement plan (Implementation Plan) for the four plants evaluated. Assessments and master plans for the EDHWTP are provided in Exhibit A. The Implementation Plan for the plants has been refined to fit within current fiscal constraints defined in recently adopted capital and financial planning documents. The refinement is provided in the Water Treatment Plant Master Plan Implementation Evaluation (Implementation Evaluation) provided in Exhibit A. The Implementation Evaluation recommends specific high priority improvements for the first phase of construction for the plants and includes updated process design criteria and Class 4 cost estimates for each project component. The purpose of the RFQ phase is to establish a list of qualified consultants to perform design and related engineering services for the EDHWTP Improvements Project only. Work included in this Request for Qualifications/Proposals (RFQ/RFP) includes design and related engineering services for the first phase of the EDHWTP Improvements Project as described in the Implementation Evaluation and other supporting documents. Services will include preparation of a Basis of Design Report (BODR) with 30% design drawings, detailed design, bid support services, and associated services as detailed in Section III of this RFQ/RFP. It is the responsibility of the proposer to assure that the SOQ is received prior to the deadline date and time. SOQs received after the submission deadline will not be accepted. EID encourages all proposers to send a test email to the delivery address ContractManagement@eid.org prior to SOQ due date to confirm that they have the correct email address. The terms Successful Proposer, Supplier, Vendor, Bidder, and Consultant may be used interchangeably in this solicitation and shall refer exclusively to the person, company, or corporation with whom the District enters into a contract as a result of this solicitation. Handwritten corrections made to proposal must be legible and initialed. Respondents may withdraw their submittals by written request to ContractManagement@eid.org any time before submittal deadline. Any changes to this RFQ/RFP are invalid unless specifically modified by the District and issued as a separate addendum document. Should there be any question as to changes to the content of this documents, the District's copy shall prevail. The District may reject a SOQ as non-responsive for failure to provide all information requested in this RFQ/RFP. There is no appeal from a refusal for an incomplete or late application, but re-application for a later project is permitted. The District reserves the following rights: 1) The right to reject any or all SOQs and to re-issue this RFQ/RFP. 2) The right to cancel this solicitation at any time and for any reason. 3) The right to waive any minor informalities or irregularities in any SOQ that are immaterial and inconsequential in nature. 4) The right to request additional written or oral information from proposers to obtain clarification of their SOQ. 5) The right to determine which firms, in the judgment of EID, is qualified to submit proposals for this project.
