The New Hampshire Department of Environmental Services (NHDES), Winnipesaukee River Basin Program (WRBP) owns and operates the Franklin Wastewater Treatment Plant (WWTP) located at 528 River Street in Franklin. The WRBP is soliciting proposals to provide transportation and disposal services for dewatered sludge cake (biosolids) generated by the Franklin Wastewater Treatment Plant (Franklin WWTP). o Provide adequate transportation services to complete the scope of work; o Coordinate with other agencies, municipalities, or third parties as may be required for the compliant disposal or processing of WRBP biosolids; o Provide and maintain sufficient transport vehicles and equipment; o Provide and maintain an adequate means of communication; o Deliver all biosolids to a permitted disposal or processing/land application facility, o Compliant land application of Biosolids, as applicable; o Adhere to all safety requirements of WRBP, NHDOT, and each disposal location; and o Meet all Federal, State, and local regulations relevant to the work. The initial 3-year contract term will be from July 1, 2024, to June 30, 2027 (FY25 through FY27), with the ability to extend the contract term upon satisfactory performance and the agreement of both parties. The selected firm shall be under contract to the New Hampshire Department of Environmental Services. A service contract will be executed based on the scope of work; plus, a contract allowance available to cover potential, unforeseen costs. A blank copy of the standard state service contract Agreement (Form P-37) is attached for reference. Firms should review the general conditions of the P-37 Agreement form, especially the insurance requirements contained in Item 14. The proposals will be evaluated based upon the information provided by the respondent and any other due diligence inquiries made by the WRBP. The contract will be awarded to the lowest responsive and responsible bidder with the necessary experience, skills, and equipment to perform the scope of work. The calculations and assumptions for the basis of award and contract price limitation are detailed on Exhibit C. Questions regarding the quantity and potential scheduling for transportation should be directed to the WWTP Chief Operator Mark Corliss (mark.a.corliss@des.nh.gov) at (603) 934-9926. A qualified firm shall be one that can demonstrate that they can perform the scope of services, has demonstrated project and personnel experience in successfully performing similar services, has sufficient resources and is willing to assign adequate, qualified personnel and equipment to successfully transport the WRBP biosolids for compliant disposal for the duration of the contract. The contractor shall provide all labor, materials, services, tools, equipment, transportation, and facilities to complete the scope of work. It shall be the sole responsibility of the contractor to comply with all local, state, and federal rules and regulations in the commission of the work. The WRBP reserves the right to accept or reject any and all proposals and to waive minor discrepancies.
