King Street Boone, NC 28607 justin.stines@townofboone.net The Town of Boone (Town) is soliciting project qualifications from qualified consultants to provide engineering, design, and construction of two new buildings, a new performance stage, and storm drainage improvements at Horn in the West Amphitheater (Project). Background In 1951, the Southern Appalachian Historical Association (SAHA) began producing the outdoor drama Horn in the West. The amphitheater and museum are located on property owned and maintained by the Town of Boone. After 72 years, the Facility needs refurbishment and modernization. The North Carolina General Assembly provided a directed grant to the Town of Boone for the Horn in the West Amphitheater and Hickory Ridge History Museum to fund recommended improvements. Scope of Work The following is an outline of the desired services to be performed. This project will require that the selected consultant make recommendations regarding the design of the new buildings based on input from designated Town staff and/or Town Council. The selected consultant will prepare design and bid documents, administer bidding, contracting, and all phases of construction including inspections, change orders, and other similar services. The firm selected will be requested to provide services during this relationship that will consist of the following and any others listed herein: Preliminary Design Site Plan - including landscaping Building Plans and Construction Documents Site Preparation Administration and Inspection Cost Estimates Bidding Construction Administration and Inspection Progress Reports Contractor Pay Requests Project Includes: New restrooms New performance stage New backstage dressing room/storage Resurface/Refurbish amphitheater seating Stormwater Improvements Submittal Requirements: Interested firms are requested to submit a complete description of their qualifications to perform the work noted in the Scope of Services. Specifically, the RFQ should address, but not be limited to the following information: Firm name and location of office where work will be performed. Brief overview and history of the firm. Experience in planning, design, and construction administration of public facilities. Experience in site design and construction using best practices to reduce environmental impact. Experience in planning, design, and construction of publicly funded governmental projects in North Carolina. The project architect and key personnel who will be involved with this project; their qualifications and experience as related to the scope of work detailed above. The extent of design work on this project that will be done by consultants. Provide the name, location and discipline of each consultant. Provide client references for recent related governmental work. Include name, address, telephone number and contact person most involved with the project. The proposal shall be signed by an official who is authorized to bind the consulting firm. List at least three (3) reference clients for whom similar or comparable services have been performed. Include the name, mailing address and telephone number of the primary contact person. Fee schedules, including hourly rates for the prime consultant and all sub-consultants, meetings and reproduction costs, should be included. Insurance Requirements The successful respondent will be required to maintain current insurance for the duration of the project. Insurance policies shall be maintained for Errors and Omissions, General Liability, Automobile, and Workers Compensation. Selection Criteria Minority-owned businesses are encouraged to apply. All proposals will be evaluated by the Town of Boone with a recommendation for a specific firm to be contacted. Selection will be based on the following criteria: Selection Criteria: Relevant Experience 20% Quality of Proposal 10% Team Qualifications 10% Proposed Work Plan 20% Experience with Town 25% Schedule and Fees 15% Question Deadline 04/19/2024. All firms are required to submit any questions regarding the RFQ to justin.stines@townofboone.net. Disclosures Once a firm is selected, the Town of Boone will negotiate a contract for the project. The contract shall be a fixed fee contract indicating the maximum total dollar amount chargeable to the project. This Request for Qualifications is issued subject to the following terms and conditions: 1) This RFQ is a request for the submission of qualifications and is not itself an offer, nor should it be construed as an offer. 2) Town of Boone expressly reserves the right to modify, reschedule, or cancel this request at any time, whether before or after any proposals have been submitted or received. 3) Town of Boone reserves the right to reject and not consider any or all respondents in its discretion. 4) Town of Boone reserves the right to reject any or all companies, to waive any informality in the RFQ process, or to terminate the RFQ process at any time, if deemed to be in its best interest. 5) In the event the party selected does not enter into the required agreement to carry out the purposes described in this request, Town of Boone may, in addition to any other rights or remedies available at law or in equity, commence negotiations with another person or entity. 6) In no event shall any obligations of any kind be enforceable against Town of Boone unless and until a written agreement is entered into. 7) The Respondent agrees to bear all costs and expenses of its response and there shall be no reimbursement for any costs and expenses relating to the preparation of proposals submitted hereunder or for any costs or expenses incurred during negotiations. 8) By submitting a response to this request, the Respondent waives all rights to protest or seek any remedies whatsoever regarding any aspect of this request, the selection of another respondent or respondents with whom to negotiate, the rejection of any or all offers to negotiate, or a decision to terminate negotiations. 9) Town of Boone reserves the right not to award a contract pursuant to the RFQ. 10) All items become the property of Town of Boone upon submission and will not be returned to the Respondent. 11) Town of Boone reserves the right to split the award between multiple applicants and make the award on a category-by-category basis and/or remove categories from the award. 12) Proposals will be evaluated using the factors listed in this RFQ. 13) Town of Boone reserves the right to interview Respondents prior to making a final selection. The method of Contractor Selection has not been Determined at this time.
