A timeline for award has not yet been established.** City of Asbury Park (the "City") is seeking proposals from qualified consultants or individual(s) to provide design and construction of a parking structure on the City Hall parcel within the City of Asbury Park. It is the consultant's responsibility to ensure that delivery of the proposal is made to the attention of Tracy Lizardi, Director of Purchasing, Finance Department and not merely to the City's Municipal Building, in a timely manner. All applicants assume the risks associated with regular mail or other delivery modes. The City of Asbury Park is not responsible for any proposals lost, wrongly addressed, delivered late, misdirected or otherwise undeliverable. 2. The Mayor and Council of the City of Asbury Park reserve the right to reject all proposals, in the sole discretion of the City, and to waive any minor nonmaterial defects when it may be in the best interests of the City to do so. 3. The selection of a qualified firm shall be made to the consultant(s) whose proposal is deemed to be the most advantageous to the City, with due consideration for, among other things, the financial terms offered, the quality of the services offered, the experience of the consultant and the qualifications presented. 4. All other requirements associated with this matter are set forth in a "Request for Qualifications" package and said requirements must be adhered to in order for any proposal to be considered. Any questions regarding the requirements associated with submission of a proposal, prior to the opening of proposals, may be directed in writing by email by April 29, 2024 to the Director of Purchasing, Tracy Lizardi at Tracy.Lizardi@cityofasburypark.com The site is owned by the City ofAsbury Park and is identified as 111 Main Street; Block 2408, Lot 1. The portion of the site intended for the parking garage is approximately 0.8 acres and has vehicle access to Springwood Avenue, as well as, an internal access drive. The City seeks to redevelop the existing surface parking lot with a municipal parking garage. The City is seeking qualified consultants or individual(s) to design and construct the parking garage as part of a public private partnership, in which the City will enter into an agreement with a selected developerthat would assume the financial and administrative responsibility for the development, construction, operation and maintenance ofthe parking garage for a pre-determined amount oftime. The parking garage will be financed in whole, or in part, by the developer but ownership will be maintained by the City. The details and terms ofthe public private partnership will be negotiated with the selected developer. The site is located adjacent to a NJ Transit train platform and associated surface parking lot, as well as, City Hall. The site is located between the Central Business District and the Springwood Avenue corridor/southwest quadrant of Asbury Park, and is intended to unify proposed transit-oriented development west ofthe railroad tracks and the Central Business District into a single, larger downtown core. In addition, the proposed parking garage is intended to be architecturally stimulating in its own accord, incorporating art, music, historic elements, local and regional materials, and an appropriate representation of the Asbury Park community. Additional residential, mixed-use and institutional development is planned or under construction in the proximate area along Memorial Avenue. The City previously engaged a Study ofthe site to evaluate the location and design ofthe parking garage. This Study, completed in 2020, is attached to this RFQ as Exhibit 1.
