Demolition, site work, remodeling and renovation of a military facility in Point Mugu NAWC, California. Completed plans call for the remodel of a 5,245-square-foot, one-story above grade military facility.

PROJECT DESCRIPTION This Request for Proposal (RFP) is for Firm Fixed Price construction work at Point Mugu Naval Base Ventura County, CA. The goal of this project is to upgrade the Northside interior of building PM3 to mirror the most recent Southside renovation. PM3 interior paint shows significant wear from extreme use and degradation to age. Repairing the cracks by patching the minor defects, along with replacing the dry wall in preparation for painting will maintain and provide a more suitable space for the incoming manpower of the NAVELSG command. The entire floor within the Northside layout will also need to be peeled and replace to match the current renovation of the Southside. During this renovation two rooms will also need retrofitted for secure spaces, and will need IDS systems locks and hardware on the interior doors for security purposes. Both the Men's and Women's restroom will also need to be renovated due to the lack use and repugnant condition. The Kitchenette similarly will need the same remodeling to provide a more viable space for food preparation. The Contractor shall provide all labor, materials, tools, transportation, equipment, management, supervision, and incidental engineering necessary to perform all work and incidental related work identified in the project descriptions. The contractor shall verify all elements of the facility prior to planning for repairs and installations. All work shall be complete and ready for use. The scope of work for this project is to renovate the Northside of NAVELSG PM3 offices (5,424 sq. ft.) to mirror the most recent Southside renovation elements and to include the following Rooms: - Room PM3 - 20 Communications/ Data Room - Room PM3 - 21 Office 1 - Room PM3 - 22 Office 2 - Room PM3 - 23 Conference Room - Room PM3 - 23A Office 3 - Room PM3 - 23B Office 4 - Women's Restroom - Men's Restroom - Room PM3 - 26A Atrium - Room PM3 - 26 Closet 1 - Room PM3 - 26C Kitchenette - Room PM3 - 27 OSS Room - Room PM3 - 27A Closet - Room PM3 - 28 Office 4 - Room PM3 - 29 Laboratory 1 - Room PM3 - 30 Office 5 - Room PM3 - 31 Laboratory 2 - Room PM3 - 36 SIPR Room - Room PM3 - 41 Breakroom - Room PM3 - 41A Closet 1 - Room PM3 - 42 Closet 2 PROJECT OBJECTIVES Building PM3 was built in the late 1980's, is approximately 9,672 S.F., and is 1 story. The facility once function as a gate security & pass decal checkpoint. It's now being utilized as 5 - NELR Center. The project consists of repairing five (5) offices, three (3) laboratory rooms, two (2) restrooms, (3) closet spaces and renovating one (1) breakroom along with two (2) of the spaces will be retrofitted to meet the needs/requirements of both a Secure Compartmented Information Facilities (SCIF/SIPR) and Open Secure Storage Room (OSS). Interior construction will include sectional dry-wall partitions and ceiling. Both the men's and women's restroom will need to be renovated with associated restroom fixtures. Each restroom needs to be fully renovated with new amenities and may need unique repairs. Electrical work will include power distribution systems, subsequent sub panels and/or safety switches as required; LED light fixtures with day light controls for offices, laboratories, general storage areas, kitchenette and restroom spaces; wall mounted receptacles for standard electrical loads in designated areas. Mechanical work will include new plumbing systems (pipe, fittings and end point devices) for restroom space and Kitchenette. The roof mounted HVAC system will need to be replaced due to leaks and poor ventilation on the Northside of PM3. For coordination and building access, building POC will be provided. As requested, the Government can provide access & escort services during normal business hours. Upon proper notification to the contracting officer's representative (COR), the government will provide notification to fire department and security of service interruptions, as needed. All work in secure areas shall follow appropriate security protocol, guidance, and be constructed per requirements referenced in the below codes and standards. The contractor shall verify sizes, quantities, and styles of all materials used and submit to government any material which does not match existing conditions or is standard industry product improvement for that particular building system or component. Provide renovation plans in compliance with NAVFAC Design standards. Provide conceptual layouts based on project requirements and criteria. Prepare design packages in English unit. Provide hazardous material abatement and removal as needed. Refer to Asbestos and Lead Reports in attachments in Part 6 Attachments of this RFP. See Part 6 Attachments of this RFP for elevations showing replacement of exterior windows/doors and repainting exterior building envelope throughout for reference. Sketch drawings are provided for reference only, contractor shall field verify site conditions to bid the project accordingly. The facility color scheme for repainting shall comply with the latest NBVC Installation Appearance Plan as referenced in Part 6 of this RFP. Provide selective building demolition and removal as required and impacted by repair work. Contractor shall visit the job site and investigate all spaces indicated by this Scope of Work. Contractor shall visually inspect, measure, photograph, and otherwise document all spaces as required to produce a complete and operable system as described. Photograph permission will be granted upon customer's security approval. The Contractor is required to keep work areas neat and in presentable condition at all times. Contractor shall continuously maintain a safe working area. All debris shall be removed from the work site on a continual and daily basis, and at project completion. Protection of Government Property: During execution of work, the Contractor shall take special care to protect Government property. The Contractor shall return areas damaged as a result of negligence under this contract to equal or better than original condition. During construction process, the Contractor shall be responsible in protecting existing building utilities and must remain intact or undisturbed at all times. Any outages affecting the health and safety of employees within the building shall occur after hours and on weekends. The contractor shall conduct operations so as to cause the least possible interference with normal operations of the facility. Identify on the construction schedule each factor which constitutes a potential outage or shutdown of operations. All outages and shutdown of operations shall be closely coordinated with the FEAD Office and the building tenants. It is the Contractor's responsibility to protect all existing items in the construction areas. The contractor is responsible for relocating items as necessary to accommodate work and replacing back in their original locations and condition. The work shall be carried out in accordance with contract requirements and local ordinance as not to cause any unreasonable nuisance to affected tenants. RFI response date 3/25/24 2:00 PM.
