Site work for a civil project in Williston, North Dakota. Completed plans call for site work for a water / sewer project.

The Work is comprised of the following Contracts: Contract No. 1 - Pump Station Upgrades and Distribution Pipeline Base, Contract No. 2 - Pump Station Electrical, Contract No. 3 - Combined Contract No. 1 and 2, Contract No. 4 Distribution Pipeline Alternate. The Work for the Contract is generally described as follows: Contract No. 1 - Pump Station Upgrades and Distribution Pipeline Base Open Cut PVC or Open Cut Poly Bid: Construction generally consists of furnishing and installing all site work including installation of the following approximate quantities: 93,000 feet 2.0-inch, 28,000 feet 4.0-inch, 13,000 feet 6.0-inch, 70,000 feet 8.0-inch, PVC or Poly water pipeline; 20,000 feet 2.0-inch, 2,000 feet 3.0-inch; 8,000 feet 4.0-inch, 3,000 feet 6.0-inch, and 11,500 feet 8.0-inch poly bores; 3,000 feet 2.0-inch poly with 6.0-inch poly casing, 500 feet of 6.0-inch poly with 10.0-inch Poly casing 1,500 feet of 8.0-inch poly with 12.0-inch poly casing hwy bores; 40 gas/oil/salt line verifications; 66 PVC frost proof residential meter setters with 1.0-inch curb stops; 38 2.0-inch, 3.0-inch, 4.0-inch, 6.0-inch and 8.0-inch gate valves; 7 air release valves with PVC pits and curb stops; 14 flush hydrant assemblies and 1.0-inch blowoffs; pump station pumps, process piping, and other upgrades; 2 tie-in to existing; tracer wire; excavation; backfill; compaction and pressure testing; disinfection, and all associated valves, fittings, and appurtenances. Contract No. 2 - Pump Station Electrical Bid: Work generally consists of installation of utility service, general power, and lighting systems; panelboards and PLC; generator, heaters, and air conditioner; wiring of pumps, flowmeters, pressure transducers, and etc. Contract No. 3 - Combined Contract No. 1 and 2 Bid: Consists of work detailed in Contract No. 1 and 2. Contract No. 4 - Distribution Pipeline Alternate Open Cut PVC or Open Cut Poly Bid: Construction generally consists of furnishing and installing all site work including installation of the following approximate quantities: 276,000 feet 2.0-inch, 18,000 feet 3.0-inch, 35,000 feet 4.0-inch, 5,000 feet 6.0-inch, PVC or Poly water pipeline; 34,000 feet 2.0-inch, 5,000 feet 3.0-inch; 5,000 feet 4.0-inch, and 500 feet 6.0-inch poly bores; 750 feet 2.0-inch poly with 6.0-inch poly casing hwy bores; 180 gas/oil/salt line verifications; 50 PVC frost proof residential meter setters with 1.0-inch curb stops; 29 2.0-inch, 3.0-inch, 4.0-inch, and 6.0-inch gate valves; 4 air release valves with PVC pits and curb stops, 16 flush hydrants assemblies and 1.0-inch blowoffs; 5 tie-in to existing; tracer wire; excavation; backfill; compaction and pressure testing; disinfection, and all associated valves, fittings, and appurtenances. All Bids shall be prepared according to the Instructions to Bidders contained within the Project Manual. Each Bid shall be accompanied by a Bid Security in the form of a Bidder's Bond executed by the Bidder as principal and by a surety company authorized to do business in the State of North Dakota, payable to Western Area Water Supply Authority, in a sum equal to five percent (5%) of the full amount of the Bid. A certified check in lieu of a surety company in the amount of 5% of the total project cost will not be accepted. This is to serve as a guarantee that the successful Bidder will enter into a Contract within fifteen (15) days of Notice of Award, in accordance with the terms of the principal's Bid and Contractor's Bond as required by law and regulations and determinations of Western Area Water Supply Authority for the performances of such Work. Only Bids that are accompanied by such a Bond will be considered. All Work shall be performed in accordance with the Bidding Documents on file in the Office of Western Area Water Supply Authority, Williston, ND, where they may be seen and examined. Bidders must be licensed for the full amount of the Bid as required by North Dakota Century Code 43-07-05. Each Bid shall contain a copy of the Contractor's license or certificate of renewal thereof issued by the Secretary of State. Each Bidder must possess a valid North Dakota contractor's license for the full amount of their bid, as required by N.D.C.C. 43-07-07. Each bid must be accompanied by a copy of the Bidder's Contractor's License or Certificate of Renewal, issued by the North Dakota Secretary of State, and each license must be valid and dated at least 10 days prior to the date set for bid opening, as required under N.D.C.C. 43-07-12. The Authority will not read or consider any bid that does not include a proper Bidder's bond and contractor's license or renewal, as described above, and does not otherwise fully comply with the requirements of N.D.C.C. 48-01.2-05. All Bids must be submitted online. No Bid will be read or considered that does not fully comply with the above provisions and other provisions contained within the Bidding Documents, and any deficient Bid submitted will be returned to the Bidder unopened. Bidders on this work will be required to comply with American Iron and Steel requirements of the Consolidated Appropriations Act, 2014. The requirements for bidders and contractors under this regulation are explained in the specifications. Bidders are required to comply with Davis-Bacon prevailing wage requirements. Any lead service line replacements conducted under this project must replace the entire lead service line, not just a portion, unless a portion has already been replaced or is concurrently being replaced with another funding source. Bidders on this work will be required to comply with Title 40 CFR Part 33- Participation by Disadvantaged Business Enterprises in the United States Environmental Protection Agency Programs. The requirements for bidders and contractors under this regulation concern utilization of Minority Business Enterprises (MBE), Women's Business Enterprises (WBE), and Small Business Enterprises (SBE) and are explained in the specifications. The goal for MBE is 2% of the total dollar value of the project. The goal for WBE is 3% of the total dollar value of the project. To demonstrate a good faith effort to comply, bidders must include the MBE/WBE subcontractor solicitation form in the bid package. Bidders on this work will be required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in the specifications. Bidders are required to comply with Build America, Buy America Act requirements. Bidders are required to comply with BIL signage requirements. Contracts shall be awarded on the basis of the low Bid submitted by a responsible and responsive Bidder deemed most favorable to the Owner's interest. The work for each contract must be completed no later than the following: Contract No. 1 - Pump Station Upgrades and Distribution Pipeline Base: Substantial Completion: September 15, 2025 Final Completion: October 30, 2025 Contract No. 2 - Pump Station Electrical: Substantial Completion: July 15, 2025 Final Completion: July 31, 2025 Contract No. 3 - Combined Contract No. 1 and 2: Substantial Completion: September 15, 2025 Final Completion: October 30, 2025 Contract No. 4 - Distribution Pipeline Alternate: Substantial Completion: September 15, 2025 Final Completion: October 30, 2025 All Bids will be made on the basis of cash payment for such work. After Bid opening, the Owner will return Bid security of all except the three lowest responsible Bidders. When the Contract is awarded, the remaining unsuccessful Bidder's Bonds will be returned. The Owner reserves the right to reject any or all Bids, and further reserves the right to award the Contract in the best interests of the Owner. The Owner reserves the right to hold the three (3) low Bids for a period of ninety (90) days after the date of the Bid opening to complete financial arrangements.
