PREQUALIFICATION OF PROSPECTIVE BIDDERS: The University has determined that bidders who submit bids on this project must be prequalified. Prequalified bidders will be required to have both of the following California contractor's licenses: C-15 License (Flooring & Floor Covering) and C-54 License (Ceramic & Mosaic Tile) GENERAL DESCRIPTION OF WORK: The University is seeking to hire a contractor to self-perform without subcontractors, single-trade flooring construction work that will be delivered by Job Order Contracting (JOC), and occurring at UCLA On-Campus Housing and Off-Campus University Apartments Facilities as well as the UCLA Lake Arrowhead Lodge. A list of the University buildings applicable to this scope is contained in the bidding documents. This is stand-alone flooring work which will not be combined with other trades. Applicable flooring materials shall include the following: broadloom carpet, carpet tile, carpet pad, tackless strips, tiled or planked resilient flooring, sheet rolled resilient flooring, seaming or welding rods, wall base molding (wood or resilient), wall shoe base, metal edging, rubber, vinyl, or metal transitions, wood transitions, adhesives, floor sealants, underlayments, rubber stair treads or treading, metal thresholds, toilet installation accessories, floor drain covers, caulking, concrete sealers, ceramic and stone tile and grout, and all other items necessary to complete the work. Excluded from flooring scope shall be epoxy polyurethane finish flooring. As described in more details in the Bidding Documents, flooring work shall include any or all of the following as specified on a job order basis: demolition/removal of existing flooring and other ancillary materials; recycling of removed carpet as specified and in accordance with manufacturers' requirements; preparation of existing floor to receive new materials; installation of new flooring related materials furnished by Contractor or University, as applicable. Contractor shall store in a bonded warehouse all flooring material either previously purchased by University or purchased by Contractor and used under this contract. Contractor shall arrange to pick up current inventories from previous contractor and store in a bonded warehouse. Contractor shall furnish monthly reports of current inventories of material purchased, stored, used and recycled. The value of each Job Order performed Off-Campus will be between $1,500.00 and $200,000.00. The value of each Job Order performed On-Campus will be between $3,000.00 and $200,000.00. The value of each Job Order performed at Lake Arrowhead will be between $5,000.00 and $200,000.00. The Job Order Contract will have a Maximum Contract Value of $1,000,000.00 for the 1-year Base Term, and $1,000,000.00 during each 1-year Option Term, if exercised by University. Additional pre bid meeting note: Only bidders who participate in the Conference in its entirety will be allowed to submit prequalification documents and, if prequalification is achieved, bid on the Project as prime contractors. Participants must arrive at or before the above-specified time. Persons arriving later than said time will not be allowed to submit prequalification documents or submit bids as prime contractors. All information submitted for prequalification evaluation will be considered official information acquired in confidence, and the University will maintain its confidentiality to the extent permitted by law. The University selected The Gordian Group's (Consultant) Job Order Contracting Solution for this Project, which includes Consultant's proprietary Gordian Cloud(R) JOC applications (JOC Applications) and construction cost data (Construction Task Catalog(R)), which shall be used by the Contractor to prepare and submit Job Order Schedule of Values, subcontractor lists, and other requirements specified by the University. The Contractor shall be required to execute Gordian's JOC System License and Fee Agreement and pay a 1% JOC License Fee to obtain access to the Gordian JOC Solution. A Contractor License Fee of 1% of the Job Order Sum for every Job Order shall be paid directly by the Contractor to The Gordian Group as set forth in 6.3.10 of the Supplementary Instructions to Bidders. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Bidder may be required to show evidence of its equal employment opportunity policy. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage at the location of the work. The work described in the contract is a public work subject to section 1771 of the California Labor Code. No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The successful Prequalified Bidder shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage (defined as $15 per hour) and shall comply with all applicable federal, state and local working condition requirements.
