The City of Middletown has storm water infrastructure that consists of a network of buried pipes, detention basins, pump stations, and drainage ditches. During severe rain events, the drainage ditch system floods and creates the opportunity for flash flooding through residential neighborhoods and public rights-of-way. The drainage ditch was originally designed to allow storm water to infiltrate along the drainage ditch and then collect into a storm water conveyance pipe. These drainage ditches no longer function as intended which results in flooding, property damage, and risk to human life. While the drainage ditches represent a risk for overland flooding, the connected network of storm water pipes, detention basins, and pump stations also play a role in effectively managing the City's storm water. The right to reject any oral bids is reserved by the City of Middletown. Informalities may be waived at the option of the City Council.
