Renovation of a municipal facility in Pasadena, California. Completed plans call for the renovation of a municipal facility.
**As of June 27, 2024, this project has not yet been awarded. A timeline for award has not yet been established. This project provides for a multi-phase, comprehensive interior remodel of the Hale Building. Phase II includes design and renovation of the 1st floor Historical Public Permit Services Center with all associated back of the house office space. Additionally, third floor staff offices and conference room spaces are included in Phase II. The renovations include accessibility compliance upgrades, installation of energy efficient and water saving fixtures for Title 24 compliance, and building security measures. In addition, the scope of the work includes purchasing new furniture throughout the 1st and the 3rd floors. DEADLINE FOR BIDDER REQUESTS FOR INFORMATION AND OR EQUAL SUBSTITUTION REQUESTS :Date/Time: Thursday, April 18, 2024at 2:00 pm. Attention: Siranoush Rousian. Email: srousian@cityofpasadena.net (all RFIs must be submitted via e-mail). GENERAL. Information contained in these Instructions to Bidders is supplemental to information contained in the Advertisement for Bids/Invitation to Bid. The meanings of all capitalized terms not defined herein are defined in the General Conditions. Phased/Milestone Construction. The Work shall be conducted with each phase/milestone substantially complete as indicated below. Phases/Milestone: Milestone A: Transmit all submittal for the project per the project plans and specifications, and approved submittal schedule. Milestone B: Substantial Completion of all work. Durations: Substantial Completion of each milestone must be reached by the following dates. Milestone A: From Notice of Award (NOA) to +90 calendar days Milestone B: From Contract Start Date to +160 working days All Phases: Work shall be substantially completed and ready for occupancy at time of Substantial Completion for the Work as indicated above. Access to Site. Contractor shall have limited use of Project site for construction operations as indicated on phasing plan. Do not disturb portions of Project site beyond areas in which the Work is indicated. Driveways, walkways, and entrances: Keep driveways, parking areas, loading areas, and entrances serving premises clear and available to Owner, Owner's employees, tenants, users, and emergency vehicles at all times. Do not use these areas for parking or storage of materials. Schedule deliveries to minimize use of driveways and entrances by construction operations. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site. Work Restrictions. Comply with restrictions on construction operations. Comply with limitations on use of public streets and with other requirements of authorities having jurisdiction. On-Site Work Hours: Limit in the existing building to normal business working hours of 7:00am to 5:00pm, Monday through Friday, unless otherwise indicated and coordinated with City Project Manager. No work will be allowed on weekends and major holidays unless otherwise approved by City Project Manager. Attention is directed to Chapter 12.24 of the Pasadena Municipal Code, commonly known as the Excavation Ordinance" and Board of Directors Policy Statement in Motion 25405, dated September 5, 1967. In general, all streets shall be free and clear of excavations and other construction during the period of November 15 through January 3 for business districts, and December 15 through January 3 for other areas. No traffic closures will be approved/authorized during this time. Accordingly, the Contractor will be required to shut down construction operations which would impede traffic movement during this period unless otherwise directed by the Engineer in emergency situations. Any existing excavations shall be backfilled , compacted, and temporarily repaved before the shutdown date. No time will be charged against the contract time for operations which are shut down in accordance with this section. A map showing the appropriate shutdown period for all locations in the City is available at the public counter of the City's Department of Public Works. 4.2. UNIT PRICE WORK. Each bidder must bid on each item shown in the Bid Schedule Forms (See Schedule "A"). If any bidder makes an alteration, interlineation, or deviation in any of the printed matter of the proposal or if the signature of the bidder is incomplete, or if any portion of the Bid is incomplete, the bid will be considered informal and may be rejected. The prices bid on the following items include any and all charges required under the California Retail Sales Tax Act of 1933, as amended, and/or the Use Tax Act of 1935 of said State. In case of discrepancy between the unit prices and item totals, the unit prices shall prevail, and in case of a discrepancy between item totals and the grand total, the item totals shall prevail. The grand total will be subject to adjustment by the City in the event of a discrepancy. The contract award shall be made on the basis of the grand total as described above from among responsibe and responsible bidders. Based on the bids received and the City's budget at the time of contract award, the City reserves the right to delete items or to change quantities of bid items.
