**As of July 11, 2024 there has been no award for this project. As of this time it is unknown if and when project will rebid. Pasadena Transit is seeking a qualified vendor to install and maintain a temporary hydrogen fueling station at 159 S. Kinneloa Ave, Pasadena CA 91107 to fuel Pasadena Transit fuel cell electric buses ("FCEBs") while the permanent hydrogen station is being constructed and commissioned, as described in this Request for Bids. Please note that the site location for the temporary station has not been finalized and due to the difference in site conditions and level of effort for civil work, the City of Pasadena has decided to release two request for bids requesting a mobile fueling station with the same requirements, but with different site addresses. Interested bidders are requested to propose on both request for bids with the site address 159 S. Kinneloa Ave and 2791 Eaton Canyon Dr. Once a final site location has been identified, one request for bid will be awarded. Do not contact any other City employee or official regarding this solicitation. Any questions submitted after the date and time specified may not be considered. Scope of Services The Contractor shall be responsible for all work associated with installation, including the design, permitting, approvals, equipment/material sourcing, installation, and commissioning necessary to install the temporary hydrogen fueling station to support up to 40 foot buses FCEBs (manufacturer agnostic). This requirement includes ensuring that all parties on the Contractor's team are properly qualified and licensed in the necessary professions and jurisdictions. Specifically, engineered drawings required for the purpose of attaining permits and all applicable agency approvals must include the seal of a Professional Engineer registered in the State of California. All necessary site design, permitting, approvals, and associated coordination with project stakeholders and Pasadena Transit shall be coordinated by the Contractor. All permitting fees for the purpose of constructing in-scope improvements are reimbursable by Pasadena Transit, at cost. Licensing fees, business licenses, or any other fees which are not project specific are to be considered within Contractor's scope. Permit fee reimbursement requires a clear receipt documenting payment to the relevant regulatory body. The site is currently a dirt site as illustrated in Exhibit B of the attachments. All civil work required to prep the site for installation of a mobile fueling station (i.e. concrete pad or drainage) shall be performed by the Contractor. Bidder must provide a purchase option to own and specify details outlining a 3-year and a 5-year complete and all-inclusive cost for the purchase to own option. The delivery schedule of the FCEBs and weekly fueling demand estimates are provided in Table 1 to this Scope of Services. Contractor responsible for providing fuel deliveries, shall on a regular basis, monitor fuel levels to ensure Pasadena Transit is not without fuel. In order to ensure that the fuel meets quality standards, the Contractor will be required to conduct fuel purity tests prior to filling any of Pasadena Transit's buses. The purity test will check for particulates, CO, and hydration levels, as well as other contaminants. Purity levels must comply with SAE J2719 requirements. The fueling solution must be compliant with all relevant codes and standards including but not limited to: ASME, ANSI, NFPA, IBC, IFC, IEC, and CGA. Contractor shall ensure that the Hydrogen Fuel (1) meets SAE J2719 fuel quality standards for hydrogen and (2) meets the requirements of renewable hydrogen as prescribed for fueling stations receiving State funds under Section 43869 of the California Health and Safety Code (no less than 33.3% of the hydrogen dispensed must be made from eligible renewable energy resources defined in Section 399.12 of the California Public Utilities Code). Asset installation and associated construction work is expected to be performed Monday through Friday, 7:00 am - 3:00 pm. Hours outside this time would need to be approved by the Pasadena Transit project manager. Delivery of gaseous or liquid supply may be delivered seven days per week and during the preferred window of 9:00am to 3:00pm. Exceptions to delivery times can be suggested by the Proposer on Exhibit A, but must be approved by the City. The proposed location of the hydrogen fueling station, as well as possible locations for equipment staging and utility locations are shown in Exhibit B of the Attachments. The Contractor shall conduct a site survey to identify all any site work that will need to be performed. If power is required for the station, the Contractor will be responsible for making the connection from Pasadena Transit's available power. 3-phase 600A, 277/480V newly installed service is available on site. A stub up connection shall be provided. Power installation must include a means of local disconnect and must be permitted through the local authority having jurisdiction. Stations that are self-powered (fuel cell) are preferred. Data communications can be achieved through a reliable wireless means, and must be designed, installed, and supplied by contractor. The Contractor shall train Pasadena Transit staff and its service contractor staff on performing the fueling operation. The Contractor shall be responsible for all necessary operations and maintenance/repair during the complete asset utilization period with the exception of the direct fueling of the buses. Prior to delivery of mobile fueler to site location, Contractor shall identify and list all anticipated preventative/corrective maintenance tasks, as well as expected replacement parts/equipment, to be performed during asset utilization. Contactor shall ensure the hydrogen fueling trailer is always in safe operating condition. Contractor shall arrange to have mobile fueling unit repaired within 24-hours of discovering any issues hindering operation or safety. Contractor shall prepare an emergency plan for alternative fueling in the circumstance the mobile fueler is out of commission and report to Pasadena Transit The unit shall not have excessive "venting" or "boil-off". A Normal Evaporation Rate (NER) should be less than 1% per day. The Contractor is responsible for ensuring adequate "headspace" in the tanks. Contractor may be held accountable for loss of product due to excessive venting and or boil-off. Mobile fueling station must have visual and audio safety feature to detect hydrogen leaks. Contractor shall secure and safeguard the fueling area to prevent damage to the portable fueling equipment, including but not limited to, emergency stop buttons and bollards surrounding the infrastructure. These aspects must comply with codes, regulations, and standards including, but not limited to: National Fire Protection Association (NFPA) 2, 30A, 55, 70 American Society of Mechanical Engineers (ASME) American National Standard Institute (ANSI) Compressed Gas Association (CGA) 5.5 Individual fills shall take no more than 15 minutes for the 40' buses with less than 5 minute spacing between vehicles. Contractor shall provide a construction schedule after award of contract to be reviewed and approved by Pasadena Transit.
