The site is located at 3341 Franklin Street in the Salem area of Roanoke County, Virginia. At the time of our visit, there was an existing steep slope leading from Franklin Street to the existing 500,000-gallon cylindrical ground water tank. The existing water tank is surrounded by a chain link fence. The overall site is bounded to the north and south by a densely wooded area (with a residential development just north of the wooded area); to the east by Franklin Street; and to the west by Fairway Ridge Road. Each Bidder is solely responsible for ensuring that they have the current, complete version of the Bid documents, including any addendum(s), before submitting. The City is not responsible for any Bid documents obtained from any source other than the City. GENERAL INFORMATION: The City of Salem, Virginia, is requesting sealed bids from qualified Bidders for complete replacement of an existing 500,000 gallon potable water storage tank with a 256,000 gallon glass lined water storage tank, in accordance with Invitation to Bid (ITB) # 2024-041. This Invitation to Bid consists of the following (including any Addendums that the City may issue). Each Bidder should carefully read and review ALL documents: 1. Contractor shall be responsible for the proper disposal of all waste material. Disposal shall be in compliance with local, state, and federal regulations. The Successful Bidder agrees to complete the Work within ninety (90) days from the issuance of the Notice to Proceed. The project duration is subject to adjustment as agreed to by the City and Contractor. SPECIFICATIONS/SCOPE OF WORK A. Replacement of an existing 500,000 gallon water storage tank with a 256,000 gallons storage tank. Existing tank shall be demolished and new tank placed within the same footprint. New tank shall be a 256,000 gallon glass lined tank with a foundation provided to expand the tank to 292,000 gallons in the future. B. Contractor will not demolish the existing tank until all materials for the new tank are on site or near delivery such that the new tank can be constructed soon after the existing tank is demolished. C. Existing electrical panels, telemetry, and related equipment shall be carefully removed from the existing tank and protected during construction to reinstall equipment on the new tank. D. The existing tank was inspected on October 24, 2023. The report has been provided in this ITB. Insurance: Prior to the start of any work under the contract, the Contractor shall provide to the City, Certificate of Insurance Forms approved by the City and maintain such insurance until the completion of all project orders issued under the contract. The minimum limits of liability shall be: Workers' Compensation - Standard Workers Compensation Policy Broad Form Comprehensive General Liability -- $1,000,000 Combined Single Limit coverage to include: Premises-Operations; Products/Completed Operations; Contractual; Independent Contractors; City and Contractor's Protective; Personal Injury (Libel, Slander, Defamation of Character, etc.); Automobile Liability - $1,000,000 Combined Single Limit.
