Site work, paving and outdoor lighting for a mixed-use development in Union City, New Jersey. Completed plans call for site work for a playground / park / athletic field; sidewalk / parking lot; for outdoor lighting for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.
The Project consists of improvements to Thomas Edison School Playground in the City of Union City, New Jersey. The work includes the construction of outdoor recreational site amenities including, but not limited to, installation of playground and spray ground base material, pergola structure, new scored and tinted concrete sidewalks, vertical and flush concrete curbs, decorative aluminum fences and gates, construction of decorative entranceway with stone veneer and arch sign, and installation of the light bulb sculpture. Work shall also include grading and drainage improvements, water and electrical utility upgrades and installation of utilities to proposed site amenities, landscape improvements, decorative lighting, and installation of various park appurtenances (benches, trash receptacles, etc.). The playground and spray park fixtures, foundations, and safety surfacing will be purchased and installed by others. All work on this contract must be completed within sixty (60) calendar days from issuance of a Notice to Proceed. No Pre-Bid meeting is required or scheduled for this project. Proposals must be made on the standard proposal forms in the manner designated in the Bidding Documents and must be enclosed in a sealed envelope bearing the name and address of the Bidder and the words: "Sealed Bid Edison School Playground Improvements Project". The envelope must be addressed to Anthony N. Dragona, Ed.D., Purchasing Agent of the Board at the address listed above, and may be delivered by hand, overnight courier or mail. The envelope must be received by the Board by the date and time set forth below. No late bids will be accepted. Each bid must be accompanied by a certified check, cashier's check or bid bond from a surety company licensed to do business in New Jersey, in the amount of ten percent (10%) of the Total Cost in the bid submitted, but not in excess of $20,000.00, made payable to the Union City Board of Education. The successful bidder is hereby notified that a performance bond and payment bond, for the full amount of this project, and all labor, is required. Additional time sensitive dates for the project are: Final day for Questions to the Architect/Engineer: Monday, April 15, 2024 Date for issuance of Addendum (if necessary): Tuesday, April 16, 2024 . Notice to Award/Notice to Proceed, on or about Wednesday, May 15, 2024 Pursuant to N.J.S.A. 18A:18A-26, in order to submit a Bid for the project, Bidders and their required subcontractors shall be classified by the New Jersey Department of Treasury, Division of Property Management and Construction in the following disciplines: General Construction and Electrical Work. The prime bidder shall be qualified in the following trades as required by the work: - General Construction (C008) The bidder or bidder's subcontractor shall be qualified in the following trades as required by the work and as further detailed in the bid specifications: - Electrical (C047) General Administrative Requirements of the bid/contract: Conformance to Public School Contracts Law (NJSA 18A:18A-1 et.seq.); Conformance to New Jersey Prevailing Wage Rate Act (NJSA 34:11-56.27 et. seq.); Conformance to Affirmative Action (PL 1975, C-127(NJAC 17:27) ; Subcontractor Classification in accordance with State of New Jersey Department of Treasury (applicable to Contracts in excess of $20,000.00); NJSA: 18A:18A-27 et seq. Public Disclosure Law, PL 1977, C-33 (Assembly Bill No. 22); Bid Security; Consent of Surety; Performance and Payment Bond; Maintenance Bond; State of New Jersey Department of Treasury, Business Registration Certificate; Public Works Contractor Registration Act Registration P.L. 1999 Chapter 238. The Union City Board of Education reserves the right to require a complete financial and experience statement from prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the Contract. Proposals for this Contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract Documents. The Union City Board of Education reserves the unqualified right to reject any and all bids or any part thereof, to waive any informality in the bids, and to award the bid to a responsible and responsive bidder. Further, the Board reserves the right to abandon the project and reject the bids entirely if any legal or state or federal administrative action is taken against the Board which could delay or jeopardize the project from commencing. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications. No bid may be withdrawn for a period of (60) days from the date set for the opening of bids as set forth above. **Document Notes: Electronic copies will be provided via e-mail at no charge. Paper copies will be provided after a non-refundable charge of $150.00 payable to Colliers Engineering & Design Inc. (DBA Maser Consulting) is received. Paper copies will be sent via UPS or Fedex if the contractor provides UPS or Fedex account information to defray the cost of this shipping method. Otherwise, paper copies will be sent via USPS.
