All inquiries for information should be submitted in writing and be directed to: Sharon Cash, Buyer, scash2@albemarle.org Period of Contract: One (1) year from the date of contract award with four (4) additional, optional one (1) year renewals, at the discretion of Albemarle County Public Schools (ACPS). PREBID CONFERENCE: A pre-bid conference is not scheduled for this solicitation. In compliance with this invitation for bids and to all the conditions imposed therein, the undersigned offers and agrees to furnish the goods/services at the price(s) indicated herein. COMPETITION INTENDED: It is the County's intent that this Invitation for Bid (IFB) permits competition. It shall be the Bidder's responsibility to advise the Purchasing Agent in writing if any language requirement, specification, etc. or any combination thereof, inadvertently restricts or limits the requirements stated in this IFB to a single source, or otherwise restrict competition. All comments, questions, or requests for clarification, including any notification regarding restrictions to competition, must be received by the Purchasing Agent not later than seven (7) days prior to the date set for bids to close. Bidders may not rely on any oral explanations, clarifications, or changes to the solicitation. All explanations, clarifications, or changes will be issued in written form as detailed below. The School Board will not be bound by any oral statements. All inquiries and any changes to the requirements of this solicitation shall be answered by issue of written addenda to the solicitation. It shall be the responsibility of the Bidder to acknowledge all addenda by signing and returning a copy of all addenda with the bid submission or by separate acknowledgement of each addendum by number and date, in writing. Bidders are advised to contact this office to confirm the number of addenda five (5) days before the date established for bid opening. All addenda will be issued by not later than five (5) days prior to bid opening SCOPE OF WORK/SPECIFICATIONS: Albemarle County Public Schools (ACPS) seeks to establish a contract for the purchase and installation of security shades at multiple school locations as specified in Attachment J - Base Bid A: Schedule of Security Shades by Location, and Attachment K - Base Bid B: Pricing Schedule of Security Shades of this solicitation with the option to add additional shade sizes as needed. This contract will include the removal of existing shades, blinds and other various window treatments. A. ACPS reserves all rights to determine the equivalency of any substituted product. When quoting on brands other than those specified, the bidder must state on the bid, the brand, quality, model number, or other trade designation on each item bid other than "as specified." Complete descriptive cut/spec sheets and technical data describing any alternate brands offered must be submitted with the bid package. Any quote for an equivalent item that does not include this information shall be considered non-responsive. Determination of "equal" shall be at the sole discretion of the County and decision shall be final. B. The contractor shall provide all labor, supervision, equipment, tools, materials, supplies and incidentals as necessary to provide the timely, safe and effective execution of the work detailed in this solicitation. C. All shades have been measured for an inside mount by measuring the inside width and length and estimated measurements have been provided. Refer to Attachment J - Schedule of Security Shades by Location and Attachment K - Pricing Schedule of Security Shades. D. All window measurements must be field verified by the contractor prior to the placement of the order when installation is required, and the contractor must ensure proper fit of all shades provided, before invoicing E. The contractor shall be responsible for the removal of all debris resulting from work being performed as a result of this solicitation. F. The contractor shall be responsible for all costs associated with providing the materials and services described in this solicitation. G. Bids should be inclusive of all cost associated with the work as detailed in this solicitation. Special charges, surcharges (including credit card transaction fees), or fuel charges of any kind (by whatever name) may not be added at any time. Any and all charges shall be built into the Bid price at the time of the Bid. H. The quantities indicated in this solicitation are estimates only. Quantities are indicated for informational purposes only and shall not be considered a minimum or guaranteed quantity, nor shall they be considered maximum quantities. Actual quantities may be higher or lower than the estimated quantity and may be none. I. The contractor must have the ability to complete the work specified in this solicitation when school is not in session to include school holidays, after school hours and on weekends. J. The contractor must have the ability to complete all work requested in Attachment J as detailed in this solicitation by June 30, 2024. ACPS Project Manager will prioritize locations, and may consider extending due date for project specific locations. Building access to install will be available on June 10, 2024, with after school hours for measuring available after contract execution. K. Specifications: ROLLER WINDOW SHADES: Manually Operated Roller Shades. Any bid which requires a Bid Guarantee shall be accompanied by a Bid Bond payable to the Owner as obligee in an amount equal to five percent (5%) of the amount of the bid. A Bid Bond may be required for projects having bids of less than one hundred thousand dollars ($100,000) if such requirement is stated in the Invitation for Bids. The Bid Bond must be issued by a surety company which is legally authorized by the Virginia State Corporation Commission to do fidelity and surety business in the Commonwealth of Virginia. The bid bond shall identify the name and address of an attorney-in-fact who is appointed to act on behalf of the surety within the Commonwealth of Virginia. The attorney-in-fact shall affix to the bond a certified and current copy of the power of attorney. Such Bid Bond shall guarantee that the bidder will not withdraw his bid during the period of sixty (60) days or other period as established by the solicitation as the Bid Acceptance Period following the opening of bids; that if his bid is accepted, he will enter into a formal contract with the Owner in accordance with the Contract Between Owner and Contractor included as a part of the IFB Documents; that he will submit a properly executed and authorized Standard Performance Bond and Standard Labor and Material Payment Bond on the forms included in the IFB documents; and that in the event of the withdrawal of said bid within said period, or failure to enter into said contract and give said bonds within ten (10) days after he has received notice of acceptance of his bid, or other forfeiture under the Bid Bond, the bidder shall be liable to the Owner for the difference between the amount specified in said bid and such larger amount for which the Owner may contract with another party to perform the work covered by said bid, up to the amount of the bid guarantee. This amount represents the damage to the Owner on account of the default of the bidder in any particular hereof. See 2.2- 4336 of the Code of Virginia. SMALL BUSINESS SUBCONTRACTING AND EVIDENCE OF COMPLIANCE: It is the policy of the County of Albemarle to facilitate the establishment, preservation and strengthening of small businesses and businesses owned by women and minorities and service-disabled veterans and to encourage their participation in the County's procurement activities. Toward that end the County of Albemarle encourages these firms to compete and encourages other firms to provide for the participation of these firms through partnerships, joint ventures, subcontracts or other contractual opportunities. Offerors are asked, as part of their submission, to describe any planned use of such business in fulfilling this contract. Upon request, a list of certified businesses under this requirement shall be made available. BID ACCEPTANCE PERIOD: Each bid submitted must be and remain valid for a period of sixty (60) days from bid opening, or as otherwise indicated herein. Erroneous bids may be reclaimed or superseded any time prior to bid opening time; Modification of or corrections to bids are not acceptable after bids have opened. Any new bid must be marked with the additional notation "Supersedes all previous submissions." No bidder may withdraw his bid from consideration after bid opening due to a mistake, except as permitted by Virginia Code 2.2-4330.
