Site work and paving for a mixed-use development in Lompoc, California. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

GENERAL WORK DESCRIPTION: The work includes but is not necessarily limited to the following: Furnishing, hauling, placing, compacting, and grading of material; demolition of Portland Cement Concrete (PCC) sidewalk, ADA curb ramp, and other PCC items; removal of park grass as required for placement of the interlocking pavers as show on the plans; removal, salvage, adjustment of grade and replacement of existing interlocking concrete pavers to finish grade in locations identified by the City; exposing and preparing subgrade for all proposed improvements; furnishing, spreading and compacting aggregate base and cement treated base; furnishing and spreading sand for paver bedding and joints; furnishing and constructing ADA compliant PCC sidewalk, curb ramps, curb, curb & gutter, spandrel, cross gutter, driveway approach, paver restraints, bench footings, bollard footings, other items and appurtenant work to match existing; furnishing, placing, and compacting hot mix asphalt (HMA); grinding PCC improvements; furnishing and installing interlocking concrete pavers and appurtenant work to match existing; installing detectable warning surface tiles on PCC improvements; remove and relocate an existing bench as indicated on the plans; install bollards detailed and shown on the plans; sawcutting, removals, and disposal; finish grading; clean-up and related work as required, to complete the work as specified by these Special Provisions, including plan exhibits, the Standard Plans and Specifications For Public Works Construction ("Greenbook") 2021 edition, and the City Standard Requirements. CONSTRUCTION SCHEDULE: The City anticipates awarding the contract on May 21, 2024; executing the contract at the beginning of June 2024; holding the pre-construction meeting by the end of June 2024; and issuing Notice to Proceed at the beginning of July 2024. To accommodate subsequent paving projects the contractor shall first complete during the first 25 working days all cross gutters, spandrels, and any monolithic gutters attached to commercial driveways (bid item 7); and also complete during the first 35 working days all curb and gutter shown on the Plan Exhibits (bid item 9) and the curb only replacements shown on the Plan Exhibits where no PCC spandrel or cross gutter exists (bid item 8). All work located in Old Town (South H Street, Cypress Ave from G St to I St, Ocean Ave from G St to J St, etc.) shall not begin until after August 10, 2024. ENGINEER'S COST ESTIMATE: The Design Engineer has calculated an estimate of probable construction costs for this project. The City does not wish to publicize the engineer's estimate of the project cost since this information may tend to influence the number and nature of bids received. However, for bidder's convenience, the City will publicize that the engineer's estimate for the base bid falls within a range of $1,100,000 - $1,200,000. BONDS: Each proposal must be accompanied by cash, a certified or cashier's check, or bidder's bond of the prescribed form and made payable to the City of Lompoc for an amount equal to at least ten percent (10%) of the amount bid, such guaranty to be forfeited, should the bidder to whom the contract is awarded fail to furnish the required bonds and to enter into a contract with the City within the period of time provided by the Proposal Requirements. QUESTIONS PERTAINING TO THIS PROJECT PRIOR TO CONTRACT AWARD SHALL BE DIRECTED TO: City of Lompoc, Engineering Division, 100 Civic Center Plaza, California 93436; Attention: Steffen Meyer, P.E., Senior Civil Engineer; Telephone (805) 736-1261, Extension 8240; or email: s_meyer@ci.lompoc.ca.us. LICENSE REQUIREMENTS: In accordance with provisions of California Public Contract Code Section 3300, the City has determined that the Contractor shall possess a valid Class A or C-8 License at the time of award. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. DESCRIPTION - The work shall consist of constructing Portland Cement Concrete (PCC) curb, curb and gutter, pedestrian curb ramp, sidewalk, parkway concrete, driveway, retaining curb, cross gutter, spandrel, bulb-outs, steps, mow curbs, and other minor concrete structures to the form and dimensions shown on the Plans, and to the grades and slopes shown on the Plans and/or established by the Engineer in the field, and/or as necessary to comply with Americans with Disabilities Act (ADA) standards and the contract documents. The work shall include all necessary removal, disposal, grading, and preparatory work, including that described in Section 10-2.4 Clearing, Grubbing, Removals & Disposal of these Special Provisions, and Section 300-1 of the Standard Specifications. The work shall also include preparation and compaction of the subgrade; and furnishing, placing, and compacting sand, aggregate base, and a 2’ width of adjacent Hot Mix Asphalt where required by the plans or the Standard Details. Additionally, the work shall include furnishing, placing, and compacting all necessary approved backfill material to bring the adjacent unimproved area up to the grade of the PCC improvements. Contractor shall construct the ADA compliant sidewalk and curb ramps to the following restrictions: Sidewalk and ramp cross slope and landings shall be less than or equal to 2.0%. Sidewalk longitudinal slope shall be less than 5.0%. Curb ramp longitudinal slope shall not be less than 7.0%, and shall not exceed 8.3%.
