WHEREAS, The Town of Fallsburg owns and operates three public wastewater treatment plants (WWTP). The smallest of the three plants, located in the hamlet of Mountain Dale, was constructed in 1985. No major upgrades to the plant have occurred since its construction over 30 years ago. The WWTP is nearing its treatment capacity in the summer months, and many of the treatment systems and mechanical components are at the end of their useful lives. In order to protect nearby water bodies and groundwater from unnecessary and preventable environmental pollution, a comprehensive evaluation of the condition of the plant's equipment and treatment process is needed. Expected outcomes and deliverables will be an Engineering Report that will assess the plant's current condition, evaluate the need for additional capacity, and explore alternative wastewater treatment processes to meet current and future requlatory requirements. WHEREAS, The project has qualified for funding from the NYS Environmental Facilities Corporation (EFC) Engineering Planning Grant program for the amount of $50,000. Through the EPG, the municipality is required to provide a $10,000 match. WHEREAS, The selected firm should be ready to start the work as soon as MAY 1, 2024. All work on the l&l Study must be completed by APRIL 1, 2025. The PER must be completed by MAY 1, 2025 in order to meet funding requirements. Further planning, design, bidding, and construction timeframes will be evaluated as part of the PER and will be established as the project progresses. The Board reserves the right to accept or reject any and all Statements of Qualifications in whole or in part, to waive any and all informalities, require supplemental statements or information from any responsible party, have discussions with any respondent to this RFQ to correct and/or clarify responses and negotiate potential contract terms with the most highly qualified firm. The Supervisor is hereby authorized to execute an Engineering Planning Grant (EPG) Agreement with the New,York State Environmental Facilities Corporation (NYS EFC) and any and all other contracts, documents, and/or instruments necessary to facilitate the EPG project referenced herein and to fulfill the (name of municipality's) obligations thereunder; 3. The Town of Fallsburg hereby authorizes and appropriates a minimum 20% local match as required by the Engineering Planning Grant Program for the PRELIMINARY ENGINEERING REPORT - MOUNTAIN DALE WASTEWATER TREATMENT PLANT UPGRADE in the amount of $10,000.00 and based upon the total EPG Grant award of $50,000.00;, BE IT FURTHER RESOLVED, the source of the local match, and any amount in excess of the required match, shall be provided by the Town of Fallsburg General Fund. The method of Contractor Selection has not been Determined at this time.
