Renovation of a residential development in Rock Island, Illinois. Completed plans call for the renovation of a residential development.

The City of Rock Island is requesting bids from contractors for a rehabilitation project at a house located at 1627 6th Street. This owner-occupied property will be undergoing rehabilitation using American Rescue Plan Act (ARPA) funds to ameliorate deteriorating and deteriorated conditions. All work shall be subject to HUD 35.930 and Environmental Protection Agency (EPA) regulations. All questions shall be directed to the Construction Officer at 309-732-2906. Scope of Work The bidder shall submit a project plan using the design standards below that is in compliance with all applicable ARPA, EPA, and State of Illinois regulations as well as all local building and zoning codes. The plan must include a clear project timeline and budget with line item costs. The contractor shall act as the general contractor for the project using subcontractors as required. Subcontractors that will be required should be clearly identified in the project plan. Remove chimney on the roof of the home. Patch the hole with framing material and approved sheathing. Install new flashing collar around the flue and a storm collar on top of the roof flashing. Install new roof waterproof barrier and new shingles in the patched in area. Remove the front door and install a new exterior pre-hung steel or fiberglass double bore adjustable threshold. Shim and insulate to manufactures specifications. Install matching keyed deadbolt and lockset. Install new storm door with a self-storing screen. Must have closures installed and adjusted properly. Install new locksets and dead bolts with matching keys to the new front door and on all of the other exterior doors. Install new storm doors on the remaining exterior doors with self storing screens and closures. Hard ware on the storm doors may need to need to be adjusted to clear the hardware on the existing door slabs. All the closures must be adjusted to close the storm doors when the exterior doors are closed. Install a new 20-minute rated fire door between the house and the garage. This door will also require a double bore, matching keyed hardware, and self closing hinges. No screen door is needed. The garage ceiling and house wall will need to have a fire rated assembly. Frame around the duct work on the ceiling then drywall the drops. The House wall will require 1/2 " gypsum board with joints fire taped and fasteners filled in with compound. The ceiling rated assembly must be 5/8" Type X gypsum board with joints fire tape and fasteners covered with joint compound. Replace the existing 100-amp service with another 100-amp panel that will accommodate more spaces. There are too many openings on a breaker with the existing panel not allowing to separate the loads. Once the new panel is installed need to add receptacle's through out the home. The basement is not finished so wires should be able to be fished in the walls to cut-in boxes. Here is the list of receptacles needed added. o Kitchen add 1 o Living room add 2 o Bedroom 1 add 1 o Bedroom 2 add 1 o Dining room add 1 o Replace light fixture on the front porch. The final task on this job is to build two load barring walls under the floor joist in the center of the home on the East wall. Green treaded 2x4 will be used as a sole plate. 2x4 construction grade pine for top plates and wall studs. Studs must be stacked under the floor joist and each stud must be snug fitted to carry the load left by the deteriorated beam. The wall length is around 5' and will still give 3' of egress between post and wall. One side of each wall must be sheathed with 1/2 plywood connecting top plate through the sole plate. Building and Electrical permits required before work begins. Alternative specifications shall be considered only if they are clearly justified, cost effective, and meet all project objectives. The contractor shall have 30 days to complete the work from the date of contract signing. Change work orders over the course of the project are strongly discouraged.
