Sewer Repair The City of Rock Island is requesting bids from contractors for a rehabilitation project at a house located at 1609 24 1/2 street. This owner-occupied property will be undergoing rehabilitation using Housing and Urban Development (HUD) funds to ameliorate deteriorating and deteriorated conditions. All work shall be subject to HUD 35.930 and Environmental Protection Agency (EPA) regulations. This project will require a licensed Plumber. The sewer line had a camera ran from the cleanout inside to the connection at the main. The line is compromised at the main. You will need to cut back a section of street to expose the main and lateral connection. This will be clay going to the main. Remove the connection and a section of clay up to the city side walk. Replace with new plastic and approved connection at the main. Call for inspection. Once inspected fill with compactable rock and pour concrete to match existing street level. The curb and street can be poured together with the approved reinforcing methods. Grade the section of easement with a small mound of clean dirt on top of the trench to allow for the settling of material. Permits required before work begins. Alternative specifications shall be considered only if they are clearly justified, cost effective, and meet all project objectives. The contractor shall have 30 days to complete the work from the date of contract signing. Change work orders over the course of the project are strongly discouraged. Awarding Contracts The lowest bid shall not automatically guarantee that a contractor will get the work they bid on. Bids shall be reviewed for pricing, experience, previous work history, references, State Licenses, State Registration, insurances, bonds, subcontractors, equipment owned, equipment rented, operator experience, and financial stability. The City at its sole discretion shall decide after a review which contractor, if any, is responsive to the invitation to bid. All bidding and award procedures undertaken by the City in regard to this project shall be consistent with the City's adopted procurement procedures.
