Site work and new construction of a multi-residential development in Brookline, Massachusetts. Working plans call for the construction of a multi-residential development; and for site work for a multi-residential development.
The owner has determined a prequalified list of general contractors. Brookline Housing Authority ('BHA') is soliciting proposals from qualified firms to provide Preconstruction services for Phase I of the planned redevelopment of the Walnut High Apartments. (The BHA will construct a 96-unit building with 1-, 2-, 3- and 4- bedroom units in Phase I, and an 85- unit building in Phase II.). Questions and requests for clarifications must be submitted in writing via email to jamesmitrano@waypointkla.com and ayoungstrom@brooklinehousing.org no later than Wednesday, October 2nd, at 4pm. The Walnut High Redevelopment Project: The redevelopment of Walnut High Apartments represents the next step in the BHA's redevelopment initiative. This will be the first redevelopment project that includes family units. The Walnut High project will increase the number of low-income units on the site by strategically increasing density in way that aligns with current zoning. The Walnut High development is located at the corner of Walnut and High Streets, across Route 9 from Brookline Village. The site is part of the newly created zoning overly district that was part of the MBTA-CA policy changes. The site consists of 100 units situated in 4 separate buildings: 22 High Street: a seven-story elevator building consisting of 68 one-, two-, and three bedroom apartments; 28-42 Walnut Street: eight four-bedroom townhouse units with private entrances; and 4-12 Walnut Street and 14-24 Walnut Street: two, two-story garden-style buildings consisting of 24 one-bedroom elderly/disabled units. The BHA plans to redevelop the site to improve the programming and layout and increase the number of family units. The redevelopment will take place in two phases to limit the need to relocate families off-site. The design team will complete a master plan of the site to capture both phases of development for approval by the Town under the new MBTA-CA Multifamily Overlay District permitting guidelines. Phase 1 will include the demolition of the two elderly/senior buildings at 4-12 Walnut Street and 16-24 Walnut Street, and the townhouses at 28-42 Walnut Street. The BHA will construct a 96-unit building with 1-, 2-, 3- and 4- bedroom units in Phase I. Phase II will include the demolition of the 22 High Street building and the construction of an 85-unit building with 1-, 2-, and 3-bedroom units. Both Phase 1 and Phase II buildings will conform to the Commonwealth's Qualified Allocation Plan ('QAP'), the Town's fossil free building ordinance, and the Town's overlay district guidelines. Each Phase will be financed separately through tax exempt bonds and Low-Income Housing Tax Credits, as well as Federal, State and Town funds. BHA will seek exemption from Chapter 149 for this project. Relevant Project Experience: Demonstrated experience with preconstruction services for similar projects with the following characteristics: multifamily residential, over $65 million TDC, wood frame construction and wood frame over steel/ concrete podium with structured parking, underground parking structures, affordable rental housing construction, and multiphase construction in an urban setting. The BHA is the awarding authority and reserves the right to reject any and all proposals or parts of proposals; to waive any defects, information, and minor irregularities; to accept exceptions to these specifications; to award contracts or to cancel this Request for Proposal if it is in the BHA's best interest to do so.
