Municipal Meeting 06/11/2024 Pursuant to the "Consultants Competitive Negotiation Act," Florida Statutes 287.055, the City of New Smyrna Beach, Florida (the "City") is accepting sealed qualifications for Continuing Professional Geotechnical Services. The intent of this Request for Qualifications (RFQ) is to award multiple continuing agreements, establishing a pool of consultants to provide prompt and efficient geotechnical services to the City of New Smyrna. The services to be provided under this agreement will be provided on an as-needed basis using purchase orders issued by the City. In order to be considered for award and to be further evaluated, proposer must be registered professional within the State of Florida and have a minimum of five (5) years of experience in the requested area of practice. The City makes no covenant or promise as to the number of available projects or that the firm(s) will perform any project for the City during the life of the basic contract. The basic contract does not authorize the performance of any work or require the City to place orders for work. Expiration of the term of the basic contract will have no effect upon task assignments issued pursuant to the basic contract and prior to the expiration date. Obligations entered therein by both parties shall remain in effect until completion of the work previously authorized by the City. The successful proposer(s) will hereinafter be referred to as "Professional Consultant". It is anticipated that a minimum of three (3) individuals or firms may be selected for a contract period of three (3) years, with the possibility of one (1) optional automatic two (2) year renewal, for a total of five (5) years. If made, the recommendation of award will be made to the best overall professional consultant(s) whose qualifications proposal is most advantageous to the City, taking into consideration the evaluation factors set forth in this document. During this period, the City shall reserve the right to seek qualifications and/or proposals from other individuals or firms for specialized projects, as deemed to be in the best interest of the City. The City serves an area of 41.6 square miles in size and serves a population of approximately 30,962. It is located off of Florida's East Coast, in the County of Volusia, just north of Cape Canaveral with easy access to both Interstate 95 and Interstate 4. The City's fiscal year begins on October 1st and ends on September 30th. The City was created in 1887 by adoption of its first charter, which was replaced through Chapter 224.08, Special Acts of Florida, 1943, and subsequently amended, with the most recent update taking effect January 1, 2021. The legislative branch of the City is composed of an elected five-member City Commission consisting of the mayor and four commissioners. The City Commission is governed by the City Charter and by state and local laws and regulations. The City Commission is responsible for the establishment and adoption of policy. The execution of such policy is the responsibility of the Commission-appointed City Manager. More detailed information on the government and can be found in City of New Smyrna's Comprehensive Annual Financial Report (CAFR). Services under this contract shall include all items related to subsurface exploration; field services; laboratory testing; construction material testing; engineering analysis and recommendations; monitoring and inspection; groundwater exploration, testing and analysis; environmental studies and engineering; facilities inspection and engineering; value engineering, quality control and related services. Any Other Ancillary Testing and Geotechnical Engineering Services as needed.
