Union County, North Carolina, through the Union County Water Department is soliciting proposals from experienced and qualified firms to provide Union County Water Integration Services. CONSULTANT REQUIREMENTS The County's SCADA system is critical for its daily operations and requires that support be made available 24 hours, 7 days a week. The vendor needs to provide SCADA integration services and design, implementation, and support services to the government authority located in Union County, NC. Specific assignments will be made with Work Orders. No guarantees will be made of the size, amount, or quantity of any specified Work Order or project. Individual Work Orders will not exceed $30,000. 24/7 ON-CALL SUPPORT SERVICES The Consultant shall provide as needed 24 hour, 7 days a week troubleshooting support services over SCADA and telemetry system o Emergency Service Calls: The Consultant shall respond within one (1) hour following notification from a Union County representative and if determined by the County, provide a technician to physically be at the location within two (2) hours of receipt of call for support. o Provide on-site assistance and/or by phone or remote network access (available upon work order agreement), as required. o Provide a list of on-call staff support contact information, including emails and phone numbers, upon contract award. Any updates to this list must be provided to the County immediately via email. TROUBLESHOOTING SERVICES The Consultant shall maintain, troubleshoot, and correct issues within all equipment, software, and routing in SCADA network. o Troubleshoot PLCs, upgrade PLC firmware, replace PLCs and CPUs as needed, and document changes in as built drawings (all AutoCAD files shall be provided to the County). o Provide communication and network systems support and troubleshooting including radio or cellular replacement and/or reconfiguration. o All digital files prepared for the County that document changes or as-built revisions (e.g., AutoCAD files, repositories) shall be provided to the County within 15 business days of work completion. Owner Rights: Union County reserves the right to reject any or all proposals, to waive technicalities and to make such selection deemed in its best interest.
