The scope of work for the Mitchell Park Plan Development project will include the following: A. Review the 2023 Mitchell Park Master Plan and concept plan. B. Conduct a review session with the Park Board's Implementation Committee regarding proposed alterations, changes or additions to the existing concept plan. C. Engage in "Design Development" phase of work, taking existing concept plan and developing drawings for the project to the 50% complete level adequate to show the scope of work to be accomplished. Review the drawings with the Implementation Committee. D. Engage in "Schematic Design" process, incorporating input received from Implementation Committee to bring drawings to the 90% complete level. Review revised drawings with Implementation Committee. E. Determine the need to submit plans to appropriate regulatory agencies. Submit plans as required to obtain the necessary permits and permissions for the project F. Engage in "Development of Bid Documents and Drawings" stage. Bring drawings to 100% percent level and develop written specifications and bid sheets based on City provided templates. Submit bid package for final review by City staff. G. Complete "Bid Period Services" segment. Arrange for copying and delivery of five sets of bid documents to the City. Make arrangement with a reproduction company to allow potential bidders to procure bid documents at the bidders' cost from such a company. Conduct a pre-bid meeting with potential bidders. Respond to questions from potential bidders and issue and track addendums responding to questions as necessary. H. Engage in "Construction Period Services" activities. Attend construction kick off meeting and additional construction meetings as directed by City staff or City's Owner's Representative. Review and approve shop drawings submitted by contractor. Conduct regular onsite inspections of work as it progresses, and ensure that drawings and specifications are being followed. Submit Field Reports as necessary. Assist Owner's Representative in conducting final review of project and creating "punch list" of items to be corrected. Re-inspect if necessary to make sure punch list items are corrected. Owner Rights: The City reserves the right to reject any bid if the evidence submitted by, or investigation of such bidder fails to satisfy the City that such bidder is properly qualified to carry out the obligations of the contract and to complete the work contemplated therein. The City reserves the right to reject any and all bids, including, without limitation, non-conforming, non-responsive, unbalanced or conditional bids. City will evaluate all conforming, responsive, balanced and unconditional bids and has the discretion to determine the lowest, responsible bidder.
