The Work under this Project for Warhill Sports Complex Turf Field Netting includes removal and disposal of existing netting, poles, chain link fencing and footers and complete installation of 1440 feet of new 20 foot high netting with cables for the identified turf fields in this IFB, for the Warhill Sports Complex (WSC) Turf Field Netting project. Services provided by the Contractor shall include, but are not limited to, furnishing of all labor, materials, equipment, supervision, tools, testing, transportation, and all other miscellaneous appurtenances and work necessary to the complete the project in accordance with the Contract Documents. A. SCOPE OF WORK (Refer to Warhill Sports Complex Turf Field Map at the end of this section IV., Project Overview, for locations) Removal and Disposal: Safely remove and dispose of the existing netting and any associated support structures, including poles, cables, and anchors. Remove and dispose of 1,080 feet of existing 10 foot high netting and poles, including digging out existing footer. Remove and dispose of 360 feet of existing 3 foot high chain link fence, including digging out existing footers. Removal to be conducted at 8 total locations, with each location having 180 feet of netting and/or chain-link fence to be removed. Installation of New Netting: Installation of a total of 1440 feet complete netting system, including footers, posts, netting, and cables. Prepare the site for footer installation by excavating holes according to specified dimensions for the end and line posts and ensure proper spacing and alignment. Install footers, adhering to specified dimensions for end posts or line posts. Footer specifications for end posts: 24 inches in width, 48 inches in depth. Footer specifications for line posts: 18 inches in width, 48 inches in depth. Line posts to be spaced 20 feet apart on center. Place the end posts securely in the footers and ensure they are plumb and aligned correctly. Secure the line posts in the footers and ensure they are spaced evenly according to the project specifications. Backfill the excavated holes around the footers with compacted soil to provide stability and support. Allow adequate time for the concrete to cure before proceeding with the installation of netting. Netting to be installed at 8 locations, with each location requiring 180 feet of netting. Netting to be 20 feet in height. Netting materials specifications: Black Nylon UV Treated #36 with a mesh size of 1.75 inches. End posts specifications: 6 5/8 inches in diameter, 24 feet in height. Line posts specifications: 4 inches in diameter, 24 feet in heigh, spaced 20 feet apart on center. Install the new netting according to the manufacturer's specifications and industry standards. Ensure proper tensioning of the netting to prevent sagging and to maintain structural integrity. Upon completion of the installation of new netting and removal of existing materials, the ground at each location shall be leveled or graded to achieve a smooth and uniform surface. Any uneven areas resulting from the removal of existing footers or other structures shall be properly filled and compacted to ensure stability and safety. The leveling or grading process shall be conducted to the satisfaction of the project supervisor or Owner representative. Services provided by the Contractor shall include, but are not limited to, furnishing of all labor, materials, equipment, supervision, tools, testing, transportation, and all other miscellaneous appurtenances and work necessary to the complete the project in accordance with the Contract Documents. BASIS OF AWARD Award will be made on the basis of the Total Base Bid to the lowest responsive and responsible bidder complying with all the provisions of this Invitation for Bid. provided the bid price is reasonable and it is in the best interest of the County to accept the Bid. The Owner reserves the right to waive minor non-substantive errors (informalities) in the Bid, to reject any/or all Bids, to award any Bid in whole or in part, and to award the Bid considered to be in the best interest of the Owner. SCHEDULE AND LIQUIDATED DAMAGES: Estimated Start date is June 24, 2024. Work under the contract shall begin on the actual date set forth in the Notice to Proceed (NTP) issued by the Owner with all work to be performed and completed within 30 days, anticipated completion prior to July 26, 2024. Any delay that does not constitute an excusable delay which is necessary to substantially complete the project, the County will deduct a daily charge of $250.00 per calendar day as liquidated damages from the price.
