The City of Orinda is situated in the Oakland/Berkeley hills immediately east of the Caldecott Tunnel on Highway 24 in Contra Costa County. The City's Public Works and Engineering Services Department maintains approximately 93 miles of public right-of-way as well as five two-lane bridges in a semi-rural community with 31 miles of creeks. The City of Orinda plans to select up to five firms to provide on-call Construction Management services through June 30, 2026, with the ability for the City Manager to extend the contract for one additional year. The time and materials contract limit is $150,000 with the ability to amend the limit on an as needed basis. The City's usage of the consultants' services will be on as-needed basis so if the demand is not there, then the services will not be requested. For each on-call service request, the consultant and the City will agree upon the specific scope of work and cost for that project. The City has the right to retain other consulting firms in its sole discretion when the City believes there will be an economic or other significant advantage for doing so. Services for each contract will be provided on a negotiated fee basis, per work order. No minimum amount of work is guaranteed under these agreements. Compensation will be based on time and materials with a not-to exceed limit agreed upon by both Consultant and City before work begins. Work may include, but is not limited to the following: Prepare constructability review of draft bid documents. Participate in pre-bid and/or pre-construction conferences. Act as construction project coordinator and the point of contact for all communications and interaction with the contractor, affected local agencies, utilities, developers, and designers. Review and monitor the construction schedules. Prepare daily and weekly reports documenting the progress of construction. Take photographs and video recordings of the construction progress on a regular basis. Schedule and manage construction staking with project designer or contractor provided surveyors. Schedule, manage and document all field and laboratory testing services. Assess the need for and schedule, manage, document, and perform source inspection in compliance with Caltrans procedures. Evaluate, negotiate, recommend, and prepare change orders. Assist in processing submittals and monitoring design Consultant review activities. Identify potential claims and make recommendations to avoid or resolve said claims. Assist in all construction administrative activities, including correspondence and document control. Prepare calculation sheets to support quantities of progress payments or change orders. Perform field inspection activities, monitor contractor's performance and enforce all requirements of applicable codes, specifications, and contract drawings. Support the design clarification process. Prepare record drawings: track, log and redline changes and certify that the project was built according to the record drawings. Provide record drawings to the City for preparing CADD files. Provide coordination and review of Contractor's detours and staging plans with engineering Consultant and local agencies. Facilitate final inspection services and project closeout activities, including preparation of the final construction project report. Provide post-construction services as needed for project closeout and warranty issues. Assure advanced written notice is given to the residents of nearby property or the general public informing them of the work to take place that might affect them. Identify actual and potential problems associated with the construction and recommend sound solutions to the City. Oversee compliance with environmental requirements.
