The City of Orinda is situated in the Oakland/Berkeley hills immediately east of the Caldecott Tunnel on Highway 24 in Contra Costa County. The City's Public Works and Engineering Services Department maintains approximately 93 miles of public right-of-way as well as five two-lane bridges in a semi-rural community with 31 miles of creeks. The City of Orinda plans to select up to three firms to provide on-call Hydraulic and Hydrologic services through June 30, 2026, with the ability for the City Manager to extend the contract for one additional year. The time and materials contract limit is $150,000 with the ability to amend the limit on an as needed basis. The City's usage of the consultants' services will be on as-needed basis so if the demand is not there, then the services will not be requested. For each on-call service request, the consultant and the City will agree upon the specific scope of work and cost for that project. The City has the right to retain other consulting firms in its sole discretion when the City believes there will be an economic or other significant advantage for doing so. Services for each contract will be provided on a negotiated fee basis, per work order. No minimum amount of work is guaranteed under these agreements. Compensation will be based on time and materials with a not-to-exceed limit agreed upon by both Consultant and City before work begins. Work may include, but is not limited to the following: Perform Consultations with City staff and other appropriate agencies Facilitate and procure permits from outside agencies Assist with CEQA/NEPA documentation Prepare/review reports and provide recommendations including those related to FEMA Provide technical support for City's geographic information systems (GIS) Review hydrology and/or hydraulic reports submitted to the City Review existing or assist in the development of new City guidelines, practices, and standards for hydrology and/or hydraulics studies Perform floodplain studies and hydrologic analysis of bridges, hydraulic conveyance floodplain impacts, foundation scour analysis, sediment transport analysis using one and two dimensional modeling Perform hydraulic modeling Perform zero rise analysis for proposed projects Provide analysis of drainage basins using various techniques and computer modeling Perform hydrology and/or hydraulic calculations and prepare reports explaining the procedures, assumptions, and results Prepare capacity and condition assessments Assess current condition of existing flood control facilities, such as concrete channels, earthen channels, steel structures, drop structures, energy dissipaters, embankments, levees, floodwalls, earth fill dams, and concrete and metal culverts and pipes. Evaluate channel improvements Develop concept and schematic designs including alternatives Design bank scour protection and river retraining structures Evaluate and design structures for stormwater retention, detention, and/or treatment Assist in the installation of new stream and/or rain gauges Perform economic feasibility analysis and report Estimate the remaining design life and provide focused recommendations for repair or rehabilitation Prepare cost estimate and schedules Assist with construction documents, biding, and support For additional information, contact Kevin McCourt, Assistant Engineer, at KMcCourt@cityoforinda.org or (925) 253-4251.
