Q And A Close4/26/2024 10:30:00 PM The City of Topeka is requesting proposals to provide professional engineering services for project planning, design, phasing, utility coordination, and possibly construction administration of streets and sidewalks in the Historic Holliday Park neighborhood. The neighborhood is bounded by SW 10th Street to the north, SW 13th Street to the south, SW Topeka Boulevard to the east, and SW Clay Street to the west. The work is expected to include asphalt mill/overlay, curb & gutter, concrete driveway replacements, concrete walkways, and sidewalk construction of specific locations within the neighborhood, though there are a few areas needing either full depth patching or full reconstruction. See the attached list for details. Coordination of private utilities is part of the work. Engineering services may include, but are not limited to, the following: A. Preparation of construction plans B. Delivery of preliminary opinion of construction cost estimate C. Preparation of aerial map based Field Check plans (60% complete) and an updated construction estimate D. Preparation of Office Check plans and an updated construction estimate E. Preparation of bid ready final plans and a final, detailed construction estimate F. Preparation of project manuals G. Coordination of private utilities - including documentation of coordination efforts, correspondence and preparation of utility plans for review by the companies, and efforts to keep utility relocation on schedule to complete before construction letting H. Respond as needed to bidder questions I. Preparation of addenda, as needed J. Tabulation of bids K. Attendance at preconstruction meeting(s) L. Preparation and submittal of redline as-built plans and other project files to the City upon project completion Public Outreach services may include, but are not limited to, the following: M. Assist City staff in their public relations and response to inquiries of residents and the general public N. Attend, conduct, and prepare materials for up to two public information meetings or virtual presentations - one meeting near the completion of design and one meeting prior to construction in 2025 O. Develop, update and maintain a project-specific contact list data base with names, email addresses, and other contact information of key stakeholders, business owners, and property owners along the corridor.
