Reconstruction of a parking lot and driveway, and sidewalk improvements for the Middle School, Tullar, Coolidge & Lakeview Elementary Schools in the City of Neenah, Winnebago County, Wisconsin. Bid Security/Withdrawal/Rejection: No bid will be received unless accompanied by a certified check or bid bond equal to at least 5% but not more than 10% of the bid payable to the Neenah School District as a guarantee that if the bid is accepted, the Bidder will execute and file the Contract, Performance and Payment Bonds, and Certificate of Insurance within fifteen days after the award of the Contract. If the successful Bidder so files the Contract, Bonds, and Certificate of Insurance, the Owner shall return the check or bond upon execution of the Contract. If the Bidder fails to file the Contract, Bonds, and Certificate of Insurance, the amount of the check or bid bond shall be forfeited to the Neenah School District as liquidated damages. No bid shall be withdrawn after the opening of the bids, without the consent of the Owner, for a period of sixty (60) days after the scheduled time for closing of the bids. Bidders must provide bid on all 4 base bids. The Owner reserves the right to reject any and all bids or any base bid due to budget constraints and to waive any informality in the bidding. All questions about the meaning of the Contract Documents are to be directed to Engineer Interpretation or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect
