This document constitutes a Request for Proposals for a Professional Service Contract from qualified individuals and organizations to furnish those services as described herein for the Commonwealth of Kentucky, Department of Highways. County - Jefferson Route - US-42 Item No. - 5-972.00 Project Description - US-42 safety and mobility improvements from Harrods Creek Bridge to River Road Project Manager - Carl Jenkins, P.E. User Division - Highway Design Approximate Fee - $830,000 Preliminary Engineering & Environmental Services (Lump Sum) Project Funding - STBG (Federal Funds) Project Length - Approximately 0.92 miles The purpose of this project is to reduce traffic congestion, enhance mobility, and improve safety along US-42 from Harrods Creek Bridge to River Road. The need for the project is generally derived from traffic congestion that occurs currently on US-42 combined with the projected future traffic volumes. US-42 through Prospect is a 4-lane facility that currently accommodates in excess of 24,000 vehicles per day, and is functionally classified as an Urban Minor Arterial. This section of US-42 not only services the commercial developments of Prospect, but also serves as an arterial for the commuting traffic between Louisville and surrounding counties such as Oldham County. The majority of the US-42 traffic passing through the project limits. However, traffic is often stopped due to turning vehicles and rear end crashes are common and can be expected to increase as traffic volumes increase. In addition to meeting the purpose of the project, other project goals is to gather and consider public opinion about the roadway and its use. Aesthetic aspects of the corridor are to be considered as well as improving mobility for all users (vehicular, pedestrian and bicycle traffic). The Consultant team shall include a DBE Participation Plan with their Response to Announcement to help the Department meet the 11.95% DBE goal established by FHWA. The selected Consultant will be required to provide Preliminary Roadway design and Environmental Services, including the preparation of engineering studies, identification of appropriate typical sections, identifying any utility impacts, performing preliminary structure and drainage design, developing dependable cost estimates, conducting and preparing documents for public meetings, and traffic forecast and modeling. This project may be advanced to Final Design upon the completion of Preliminary Engineering and Environmental Services with a Contract Modification. The selected Consultant will then be required to provide engineering services to perform Final Roadway and Structural Design, including the preparation of any design studies, drainage design, right-of-way plans, construction plans, traffic control plans, and cost estimates as well as any other services that KYTC chooses not to perform with in-house forces.
