This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR Subpart 12.6, utilizing FAR part 13 procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 1120982 and this combined synopsis/solicitation is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2024-03, dated February 23, 2024. This is a Total Small Business Set-Aside with a NAICS code of 221310 Water Supply and Irrigation Systems and a size standard of $41.0M. The resulting award will be for two (2) line items. CLIN 0001 will be for one lump sum amount to 1) Investigate the problems at the Eastside & Westside WWTP Influent lift stations and other facilities as noted; and 2) Replace two of the existing three pumps at the Westside WWTP equalization basin. CLIN 0002 will be an option CLIN for one lump sum amount for Eastside/Westside WWTP Influent Lift Stations Repair. This is a solicitation for repairs needed to Eastside and Westside WWTPs influent pump stations and Westside WWTP equalization basin pumps. See attached document (Statement of Work). Work must be completed within 30 days of the date of award. Location of work, inspection, and acceptance: Beltsville Agricultural Research Center (BARC), Bldgs. 015, and 218, USDA, BARC Building 1180, Beltsville, Maryland. FAR Provision 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. FAR Provision 52.212-2, Evaluation-Commercial Products and Commercial Services, applies to this acquisition. Offers are advised to include a complete copy of FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services. In order to be considered for award OFFERORS SHALL SUBMIT THE FOLLOWING: Submit Firm Fixed Price Proposal including a technical narrative of how the work will be accomplished, past performance references, total price and valid for at least 60 days after receipt of proposal. Submit SAM.gov UEI# with proposal. REJECTION OF QUOTATION: Failure to demonstrate compliance or to submit all items requested in solicitation will be cause to reject the quote without further discussions. DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest. Service Contract Act applies in accordance with attached SCA Wage Determination 2015-4281 Rev 28 26DEC2024. To conduct repairs of the Eastside and Westside Wastewater Treatment Plants (WWTPs) Influent Lift Station and Westside WWTP Equalization Basin Pumps. GENERAL 1.1 Background USDA has two wastewater treatment plants (WWTP), namely the Eastside WWTP and the Westside WWTP. Both plants influent lift stations have operational problems related to pumps and/or electrical and controls. The Westside WWTP also has problems with the equalization basin pumps. 1.2 Overview and Purpose of Statement of Work: This SOW is to specify repairs needed to Eastside and Westside WWTPs influent pump stations and Westside WWTP equalization basin pumps. Beltsville AgriculturalResearchCenter(BARC),Bldgs. 015, and 218, USDA, BARC Building 1180, Beltsville, Maryland. The offeror shall e-mail questions concerning sensitive technology to the Department of State at CISADA106@state.gov.
