The attached SOLICITATION 75H70124Q00024 is issued on behalf of the Indian Health Service (IHS). The purpose of this project is to install two residential drinking water wells on trust land in Bellingham, WA. This project will be procured as a 100% Small Business set-aside solicitation under North American Industry Classification System (NAICS) code 237110 - Water and Sewer Line and Related Structures Construction with a size standard of $45 million. Please review all attachments to this notice for details. SCOPE OF WORK: See Section C of the attached solicitation (Attachment B01 75H70124Q00024) LOCATION OF PROJECT: 2905 & 2915 Martin Road, Bellingham, WA 98226 (Whatcom County) TERO: TERO fees do NOT apply. CONSTRUCTION DURATION: Period of Performance is 30 calendar days from issuance of the Notice to Proceed. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $25,000 and $100,000, in accordance with FAR 36.204. CONTRACT TYPE: The IHS intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement using price only evaluation criteria as detailed in Section M. This solicitation is issued as a Request for Quotes (RFQ) in accordance with FAR Part 13 and 36 procedures. QUOTE REQUIREMENTS: In accordance with solicitation Section L, paragraph L.3. The quote shall include the following: 1. Complete SF1442, blocks 14-20c. Any and all solicitation amendments require acknowledgement in Block 19 of the SF1442; and 2. Section B, Price Schedule shall be filled out in its entirety. SITE VISIT: Site visits may be arranged by contacting the homeowner(s) directly. See FAR 52.236-37 Site Visit (Construction) on page 32 of the solicitation for details. QUOTE DUE DATE: The quotation shall be submitted electronically in PDF format via email to toby.hayden@ihs.gov at your earliest convenience but no later than May 10, 2024 at 2:00 PM PT unless changed by amendment. EVALUATION: In accordance with FAR 13.106-2, the evaluation for this award will be based on price and the quoter's compliance with the terms and conditions for this request for quotes; see Section L. The quoter shall possess all necessary certifications to perform the work specified in Section C in order to be eligible for award. Prices quoted must reflect the quoter's understanding of the requirement, ability to perform, and be considered fair and reasonable to the Government. Standard Form 1442 with blocks 14 through 20 properly filled-out by the offeror. Price is the discriminating factor for award among offers. The Total Firm Fixed Price (inclusive of option items) listed in block 17 of the SF1442 will be utilized for the overall price evaluation and to determine the lowest priced offer. QUESTIONS: Quoters shall submit all questions concerning this solicitation in writing to the Contracting Officer, Toby Hayden, at toby.hayden@ihs.gov. Questions should be received no later than 7 days prior to quote due date to allow time for a response. NOTE: ALL DATES ARE SUBJECT TO CHANGE. It is the responsibility of the contractor to check https://sam.gov/ frequently for any amendments or changes to the solicitation. Hard copy documents will NOT be available - all documents for proposal purposes will be posted at the website for download by interested parties. NOTE: Registration in the System for Award Management (SAM) database is mandatory to be considered for award. Offerors may obtain information on registration and annual confirmation requirements via the internet at: https://www.sam.gov. Contractors are encouraged to complete SAM registration as soon as possible; the government may not delay award for the purpose of allowing a contractor additional time to register in SAM. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. This project is for the installation of two residential drinking water well on trust land. The contractor shall drill the well, consisting of welded steel casing, PVC liner (as needed), sanitary seal, well screen (as needed), well development, test pumping, disinfection, and water sampling. The estimated well depth based on existing nearby wells is 50 feet for each well. All appurtenances, including a submersible pump and pressure system, will be contracted separately. Existing well logs from the surrounding area are provided (see Attachments). Further investigation of the site and locating other local well logs is the responsibility of the contractor. Any permits, including the Department of Ecology Notice of Intent, are the responsibility of the contractor. Work is to be completed on a private homes on land held in trust. The contractor must review site conditions, and report any concerns or discrepancies to the Contracting Officer's Representative (COR) in writing prior to beginning construction. The proposed well location is indicated in the drawings. IHS has verified that an adequate sanitary control area is available at this spot. D.1 Work Requirements: The well construction shall include for each well: D.1.1. Mobilization and Demobilization D.1.2. 6" Well Drilling D.1.3. Installation of 6" Steel Well Casing D.1.4. Placement of Sanitary Grout D.1.5. Placement of Well Screen (approval from the COR required prior to installation) D.1.6. Well Development D.1.7. Test Pumping D.1.8. Disinfection and Water Quality Analysis (see Attachment 3) Optional Items (to be performed if determined necessary by the COR and authorized by the Contracting Officer): D.1.9. Installation of 4.5" PVC Well Liner D.1.10. Well Abandonment *The value for this project is based on a financial range.
