Construction began in March 2025. The Village of Northbrook requests qualifications for professional engineering services for the oversight of the Shermer Corridor Improvements project. Introduction: The Village of Northbrook ("Village") is requesting proposals for consultant professional construction inspection services ("Consultant Services"), for Shermer Corridor Improvements from Walters Avenue to Willow Road ("Project"). This project includes construction of a sidepath on the east side of Shermer Road, median improvements, asphalt resurfacing, concrete panel replacement, curb repair, accessibility and intersection improvements, lighting and signal improvements, tree plantings, and decorative elements. A draft pre-final plan set has been provided along with this RFQ. The Village intends to commence with construction of both the sidepath and roadway improvements in late 2024 with the majority of construction occurring in 2025. Respondents must be able to demonstrate expertise with overseeing all aspects of state and federally funded bicycle and pedestrian related engineering tasks as well as roadway reconstruction. Submittals should include the firm's qualifications, project team, resumes, detailed project approach, and recently completed engineering work of similar scope (high value will be placed on experience assisting municipalities with Phase III engineering in areas of high traffic that required extensive stakeholder coordination as well as documentation required of federally or state funded projects). Background: In 2020, the Village of Northbrook began Phase I engineering on the construction of a sidepath on Shermer Road between Walters Avenue and Willow Road. Following two public information meetings and other stakeholder engagement, a final project development report (PDR) was approved in April 2023. This PDR recommended the construction of a sidepath on the east side of Shermer Road along with the shifting of the east curb line several feet into the roadway. Due to the disruptive nature of the project and the current condition of the road, it was determined that the asphalt portion of the roadway would be resurfaced and the concrete portion of the roadway would be partially replaced concurrently with the construction of the sidepath. Phase II engineering began in April 2023 and is expected to be completed in Summer 2024. Additional elements being reviewed in the Phase II engineering process including decorative lighting, wayfinding, accessibility improvements, median improvements, and landscaping improvements. While a recommended maintenance of traffic (MOT) plan is being proposed as part of the Phase II design, substantial coordination with the schools and businesses are anticipated to be needed as part of this Phase III engineering scope to ensure driveway and roadway impacts are minimally disruptive to local stakeholders. Description of the Construction Project: The Village's FY 2024-25 and 2025-26 Budgets (May 1, 2024 to April 30, 2026) has allocated funding for the construction of the Shermer Corridor Improvements Project. A brief summary of the construction work to be implemented can be found below). The proposed limits for the project will extend over approximately 1.50+/- miles. To the north, the project will connect to downtown Northbrook. To the south, the project will connect to Willow Road which would provide access to various commercial, industrial, and residential districts. This project looks to improve local access to Maple School, Glenbrook North High School, and the Metra Station. Additionally, the Village in partnership with the Village of Glenview recently completed construction of a multi-use trail on Shermer Road from Willow Road to West Lake Avenue. It is expected that the "Project" will improve connectivity towards this newly constructed path. The Village desires to implement this project in conjunction with concrete street patching and asphalt roadway resurfacing on Shermer road as well as spot curb replacement on the west side of Shermer road. This project has been awarded grant funding through the CMAP Surface Transportation Program (STP). The selected construction inspection firm will be required maintain grant required construction documentation and to assist the Village with the preparation of documentation that will be required to maintain eligibility through the STP.
