a) To provide all labour, equipment, tools, transportation, services, and technical competence for the removal and proper disposal of sludge and liquids from the wet well pumping stations at various locations within/throughout the geographical boundaries of the City of Ottawa in accordance with specifications, terms and conditions contained herein. b) The hourly rate for the removal, cleaning, and disposal of liquids and sludge from the City of Ottawa's wet wells shall also include, but not be limited to, the following: i. Pumping out of all liquids and sludge from the wet wells and disposal of all liquids and sludge to a registered and certified disposal facility location(s). This includes the removal of all sand, rocks, debris and grease from the interior walls and fittings. ii. High-pressure water cleaning of the wet wells and disposal of residual water to a certified and registered disposal facility if required. All pump intakes must be free of sediment and all concrete surfaces must be exposed for inspection. iii. Maintaining a clean work site at all times. iv. Trucking and disposal of all liquids and sludge to an approved, registered and certified disposal facility(s); please note that the Robert O. Pickard Environmental Centre (ROPEC) accepts liquids only. v. All required time to travel between the designated work location(s), including the need to dispose of any liquids and sludge at a registered and certified disposal facility, shall be ALL INCLUSIVE OF THE HOURLY RATE SUBMITTED, up to a maximum of 1 (one) hour. vi. All scheduling, supervision, co-ordination, attendance at meetings and reporting if required. vii. Set-up, waiting time and all safety related items (including equipment) such as confined space entry requirements. viii. All environmental fees, licenses, and permits to complete the work required. ix. All expenses, administration, overhead and profit. x. Fuel cost and surcharges. xi. All miscellaneous and sundry materials and consumables required by employees and equipment. xii. While one unit will normally be required, there will be likely occasions that a second unit could potentially be required. The Bidder must be able to supply the second unit within 24 hours of being requested to do so. The sites with the potential requirement for two trucks/additional people have been identified in column 6 of Figure 1: Wet Well Locations. c) Wet wells shall be dewatered by the City of Ottawa staff up to the low level limit of the pumps. Additional dewatering will be the contractor's responsibility. The contractor shall ensure that the equipment arrives onsite empty (with no disposable materials). This shall be verified by City staff on site. d) The contractor must supply at minimum three (3) qualified and experienced operators (in confined space) with each Wet Dry VAC or Combination Unit. These sites have been identified in Figure 1: Wet Well Locations. e) The contractor must be available for emergency services 24/7, 365 days a year. f) Every attempt will be made by the City of Ottawa to provide at least a full day's work on each callout, however, the City may require emergency callouts. The period of contract shall be from 01 July 2024 to 30 June 2025 All unit prices / hourly rates quoted shall remain FIRM for the initial contract period.
