Tropical Storm Fred Watershed Recovery Project Group 25 Bids may be delivered in-person to Haywood County immediately prior to the bid opening at the address noted below. PROJECT SCOPE: The intent of this project is to remove debris from the stream channel, banks, and general vicinity of the stream. This may include removal of vegetative debris such as trees, stumps, brush, felling of damaged trees, and man-made debris, but specifically excludes removal of soil, cobble, boulders, etc. The extent of the project is depicted on the plans, with reference to DSR numbers, or StRAP designations that correlate to specific portions of the stream. Debris removal shall be performed along the entire length of each DSR/StRAP designation listed on the plans, less the areas noted where removal is already complete. Start and Stop coordinates are provided on the plans for reference purposes only. Refer to the Engineer or a representative from Haywood County as needed for guidance regarding the debris removal area extents. Proposed access routes to identified areas of concentrated debris are noted on the plans. However, Contractors are responsible for verifying access and/or coordinating access with landowners and determining access to any debris not depicted on the plans. The status of Right-of-Entry Agreements is depicted and current as of the date shown on the plans. It is the responsibility of the Contractor to secure Right-of-Entry Agreements with any landowner for which an agreement is necessary to perform the work and has not already been obtained. This contract assumes debris removal will be completed along the entire length of all DSRs/StRAP designations noted on the plans. A deduction from the awarded contract price will be applied to any area where debris removal is necessary but cannot be performed due to lack of Right-of-Entry Agreement. All debris shall be removed and hauled off-site to the disposal station located at 5475 Pigeon Road, Waynesville, NC 28786 unless other disposal methods are warranted and approved by the Engineer and Haywood County. Disturbed areas shall be restored to equal or better condition and approved by the Engineer and Haywood County. Refer to the plans for restrictions to access, clearing of standing trees, the use of specific equipment or means of debris removal, or other limitations. Completion of work is expected within 120 days of notice to proceed. Each bid shall be accompanied with a cash deposit or certified check drawn on a bank or trust company insured by the FDIC or a Bid Bond prepared on the form of Bid Bond contained in the Bidding Documents or a Surety Companys standard form and properly executed by a corporate surety licensed under the laws of North Carolina to execute such bonds. The amount of the bid bond shall be equal to five (5) percent of the total of the bid. The bid deposit shall be retained by the Owner if the successful bidder fails to execute the contract or fails to provide the required bonds, as stated above, within ten (10) days after the proper notice of award of the contract. Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including any Addenda, obtained from any source other than the Owners representative, McGill Associates, P.A. Each Bidder shall be responsible for the review of all addenda for the project and shall acknowledge the addenda on the bid form. The Owner reserves the right to reject any and all Bids, to waive informalities, or to reject non-conforming, non-responsive, or conditional bids. The Owner reserves the right to award a contract to the lowest, responsive, responsible bidder or bidders, taking into consideration quality, performance and time. Bidders must comply with the President's Executive Order No. 11246 as amended, which prohibits discrimination in employment regarding race, creed, color, sex or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours Standard Act, and 40 CFR 33.1016, and 40 CFR 60-4.
