Demolition, site work and asbestos abatement for a mixed-use development in Livingston, New York. Completed plans call for the demolition of a residential development; for site work for a residential development; and for asbestos abatement for a residential development.

NOTICE IS HEREBY GIVEN that submissions will be received by the Albany County Land Bank Corporation (the "Land Bank") to provide demolition and abatement services for up to eight residential buildings in the City of Albany. The Albany County Land Bank Corporation's ("Land Bank") mission is to end blight and the devastating effects it has on our communities and begin to reverse the damage already done. The Land Bank is charged with streamlining and facilitating the processes by which vacant, abandoned, and underutilized properties can be returned to productive use. The Land Bank owns a variety of properties including both vacant and improved lots, most improvements are residential, but some are commercial. The Land Bank will not be responsible if the email is not received before the date and time indicated at the header of this RFP and will not consider any submissions received after the due date. The Land Bank will also not be responsible for any issues associated with email (Ex: bounce backs, files that are too large, etc.) if the contractor submits via email. It is the contractor's sole responsibility to confirm that proposals have been submitted by the deadline. The Land Bank is currently looking for bids to abate and demolish the following properties: 45 Liebel Street -Demolition with asbestos in place 164 Livingston Avenue-Demolition with asbestos in place 166 Livingston Avenue--Demolition with asbestos in place 251 Third Street--Demolition with asbestos in place 403 First Street--Demolition with asbestos in place 453 Elk Street--Demolition with asbestos in place 169 Second Street - Abate per survey dated October 22, 2024, then demolition 407 First Street - Abate per survey dated October 11, 2024, then demolition This Request for Proposal ("RFP") is a competitive process designed to serve the Land Bank's best interests and to provide firms a fair opportunity for consideration of their services. The request is open to all qualified Contractors able to deliver all requirements specified in this RFP. Proposals should address the proposal requirements for the services. All proposals will be treated as confidential and reviewed only by the Land Bank. The sole point of contact for this RFQ is Will Sikula, Planning & Projects Manager of the ACLB. The Sole Point of Contact can be reached by email at awyckoff@albanycountylandbank.org. Direct all questions, comments, or requests for clarification or changes regarding this RFQ to this individual. Respondents must not communicate directly or by proxy with the ACLB's Board of Commissioners or any of the ACLB's employees. The ACLB may make such investigations it deems necessary to determine the ability of the Respondent to perform the Scope of Services. The Respondent shall furnish to the ACLB, within five (5) days of a request, all such information and data for this purpose as may be requested. 2. The ACLB reserves the right to reject any Response if the information submitted by, or investigation of, such Respondent fails to satisfy the ACLB that such Respondent is qualified to carry out the Scope of Services. During the evaluation of Responses, the ACLB may require clarification of information or may invite Respondents to an oral presentation. 3. The ACLB may make such investigations it deems necessary to determine the ability of the Respondent to perform the Scope of Services. The Respondent shall furnish to the ACLB, within five (5) days of a request, all such information and data for this purpose as may be requested. 4. The ACLB reserves the right to reject any Response if the information submitted by, or investigation of, such Respondent fails to satisfy the ACLB that such Respondent is qualified to carry out the Scope of Services. During the evaluation of Responses, the ACLB may require clarification of information or may invite Respondents to an oral presentation. 5. The ACLB will select the Respondent that it deems to be the lowest responsible bidder and in the ACLB's best interest and issue a preliminary notice of award to the Selected Respondent. The ACLB is free to withdraw such preliminary notice at any time and for any reason, including failure to complete final negotiation of the Agreement, or disapproval of the Agreement by the ACLB. 6. The ALCB reserves the absolute right to reject all submissions, not award any contract or to select more than one Respondent to award a contract under this RFP.
