Scope of Work/Specifications The scope of the Polk County solar project is to award one vendor to install solar on the three facilities noted on below and on Attachment D. Ultimately, the goal is to install solar on all Polk County facilities through multiple RFPs depending on available funds and grants including federal grants. Federal grants require vendors to adhere to Build/Buy American, Davis Bacon prevailing wages, etc. This initial 3 building phase does not include federal funds but it should be noted additional phases may. The awarded vendor for phase one must still compete for additional phases. All awards will be based solely on responsiveness, responsibility, and merit. The three (3) initial sites chosen and evaluated for solar integration are the Polk County Administration Building located at 111 Court Ave, River Place located at 2309 Euclid Ave, and the Northside Community Center located at 3010 6 th Ave all in Des Moines, IA. A site 12 walk was not conducted to confirm obstructions or electrical constraints. The River Place site was limited due to MidAmericans interconnection rules, but otherwise sized to meet annual usage. The allotted budget to construct these systems is $2,000,000. The County is to retain the green attributes of the solar installation. Energy purchase/power purchase plans are not being considered for this RFP. It should also be noted that Red Lion and 1 Source Solar have been involved in independent assessments (see Attachments D) and will be allowed to submit proposals for the installation as part of an agreement to provide all information from the assessments so each potential bidder has all the same information and can compete in a fair environment. No advantage will be given to either Red Lion nor 1 Source Solar. Scope of Work The Contractor shall provide Deliverables that comply with and conform to the Specifications. Within five (5) days after it is deposited in the U.S. Mail in the case of registered U.S. Mail. From time to time, the parties may change the name and address of a party designated to receive notice. Such change of the designated person shall be in writing to the other party and as provided herein. A bond for the faithful and timely completion of the entire contract Agreement/construction project must be provided with a limit of 100 percent of the total contract valuation sum. (ONLY When Applicable). This project will require Davis-Bacon Federal Prevailing Wage Rates (see worksheet) in order to be eligible for award. Prevailing wage for laborer (general assembly) is $27.84/hour and Electrician is $42.20/hour. Attached Davis Bacon work sheet must be filled out and submitted with proposal. Prior to final award, selected vendor must provide certified payroll of all employees that will be working on project. These employees must also accept being interviewed by Polk County as another wage verification.
