Construction of Two Step Farm Phase I 0.2 MGD Wastewater Treatment Plant & Lift Station The bidder shall submit a five percent (5%) bid bond of the maximum total bid amount. Make the bid bond payable to the Owner. The Owner reserves the right to reject any or all bids and waive any or all irregularities. No bid may be withdrawn until the expiration of 90 calendar days from the date bids are open. In ample time to permit consideration before reply, submit questions about bidding instruments to the Engineer. Questions will not be considered or answered after 10:00 a.m., three (3) calendar days prior to bidding Question Deadline 05/07/2024 at 10:00 AM CT The Work. The work consists of providing the necessary labor, material, equipment, and supervision to construct Two Step Farm Phase I 0.2 MGD Wastewater Treatment Plant & Lift Station for JEN Texas 35, LLC on behalf of Montgomery County Municipal Utility District No. 123. The site work contractor is responsible for all site work, including but not limited to construction of chain link fence; a twelve-foot (12') diameter concrete lift station wet well complete with three (3) submersible pumps with all accessories, riser piping, valves, coatings and supports; yard piping, influent piping; effluent piping and outfall; manholes; site work; storm piping and outfall; crushed concrete roads and IWTP pad; protective coatings, concrete pads; swales; inlet; new electrical service; service entrance equipment; installation of diesel generator supplied by Owner, installation of automatic transfer switch supplied by Owner; walkway platform for generator; 480V distribution panelboard; 120/240V panelboard; transformer; lighting contactor panel; autodialer; SPD; site lighting; electrical rack and supports; electrical manholes; underground duct banks with wires and conduits; terminal boxes at Aeration Basin No. 1; wires and conduits from the terminal boxes at Aeration Basin No. 1 to the electrical rack; installation of the PLC panel at the rack; lift station control panel; grounding; bollards; site grading; all associated electrical and site work; facility start-up in its entirety; and all else specified and shown in the construction documents and not specifically addressed in lease agreement, complete in place for a fully functioning plant. The lease of the 200,000 gallon per day interim package wastewater treatment plant facilities shall include delivery and assembly of the facilities with all accessories and equipment; including aeration basins; multi-stage digester units; final clarifier; chlorine contact basin; non-potable watersystem;sodium hypochlorite disinfection equipment and disinfection equipment building; eyewash and safety shower with canopy; walkways, bridges, and handrails; air diffusion equipment; air lifts; flow measurement equipment and PLC control panel; blowers; aboveground interconnecting piping, valves, fittings, supports; hose bibbs; control panels for equipment including the blowers, clarifier, non-potable water system, disinfection equipment and effluent flow measurement; basin lightings, and all other electrical plant devices; and electrical wiring (including wiring to the terminal boxes at Aeration Basin No. 1); and all accessories, equipment, piping, etc. within the plant, complete as specified. Within the lease scope is all the plant related functions from the stub up for the force main piping upstream of the manual bar screen and the stub up for the effluent piping downstream of the chlorine contact basin; and everything in between. The installation of the leased facilities shall be the responsibility of the lease plant vendor. Installation includes all delivery, installation and start-up. The site work contractor shall coordinate with the lease plant vendor for all connections and slab dimensions. At the leased facilities, the site work contractor is responsible for all site work shown in the construction drawings including all work not associated with the leased facilities. However, the site work contractor is responsible for concrete slabs and pads, and all buried piping located within the limits of the proposed leased facilities. All buried piping shall be installed with a flanged stub-up approximately 12-inches (12") above finished grade at all locations. The site work contractor is responsible for any underground duct banks and underground conduit between leased local control panels and leased field equipment unless stated otherwise on the plans. The lessor is responsible for all wiring between the leased local control panels and leased field equipment and for all above ground conduit between the leased local control panels and leased field equipment unless stated otherwise on the plans. The site work contractor is responsible for coordination with plant lessor firm to coordinate pipe and electrical connections, buried pipe locations, deliveries and schedules. In ample time to permit consideration before reply, submit questions about bidding instruments to the Engineer. Questions will not be considered or answered after 10:00 a.m., three (3) calendar days prior to bidding. b. Necessary replies will be issued to bidders of record as addenda, which becomes a part of the bidding instruments. Oral instructions do not form a part of the bidding instruments. c. Bidders should contact the Engineer not less than 72 hours before bid opening to secure any addenda that may affect bidding.
